- NOTICE OF INTENT TO AWARD A SOLE SOURCE THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to award a sole source contract on the basis of other than full-and-open competition to L3 Communications, Sonoma for research and development services required are to complete the Tactical Infrared Night Surveillance System (TNWAS) program. The effort consists of building, integrating, and testing an airborne-sensor system that provides a unique capability for conducting precise, high-resolution day/night surveillance of large areas in a configuration meeting the extremely tight size, weight, and power constraints of the Navy/USMC Small Tactical Unmanned Air System (STUAS) aircraft. This effort completes and integrates the products of several prior development efforts, enabling delivery of the completed TNWAS system. A major component of the TNWAS system is the Line of Sight Pointing Mirror Assembly Design Information. This technical data was developed by L-3 using internal research and development funds. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) - Only one responsible source. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items. The applicable North American Industry Classification System Code (NAICS) for this requirement is 841715 with the size standard of 1,000 employees. The Product Service Code (PSC) is AJ13. All responsible sources may submit a statement of technical capabilities not later than 5 business days after publication of this notification. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Responses received after 5 business days be determined non-responsive to the synopsis, and will not be considered. All responses must be submitted to the Government point of contact at the e-mail address shown in this synopsis not later than the designated closing date. No reimbursement for any costs connected with providing capability information will be provided.
