Description
The Government is conducting market research and identifying, as potential sources, companies that may possess the expertise, capabilities, and experience to meet the requirements of the Logistics for Aerospace REsearch and DevelOpment (LAREDO) supporting the Air Force Research Laboratory (AFRL) Rocket Lab, at Edwards AFB, CA. This is not a request for proposals and no contract will be awarded as a result of this sources sought. Companies responding to this request are advised that participation does not ensure opportunities for participation in future solicitations or contract awards. The purpose of this Source Sought Synopsis is to conduct market research to determine if t wo AFRL support contracts, Logistics Integrated Support for Research & Development (LISRD) and Consolidated Hazardous and Energetics Material Management Services (CHEMMS), will be consolidated to create this new contract and remain a small business set aside. Both contracts support the AFRL/RQO Logistics functional area and several key tasks overlap creating a number of synergy opportunities. The proposed North American Industry Classification Systems (NAICS) Code is 561210, Facility Support Service which has a corresponding size standard of less than $38.5M of annual revenue. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hub zone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements including delineation between the work to be accomplished by the prime and the work accomplished by the teaming partners. The objective of LAREDO is to provide on-site logistics functions in support of the AFRL Rocket Lab and its mission objectives. The government anticipates a period of performance of a one year base year with four, one-year options, beginning 1 April 2020. Interested parties are requested to submit a summary of their capabilities, expertise, and experience in support of the following areas of contract management and technical services in support of the site's Logistics Section, to include supply, munitions, hazardous materials and special fuels, vehicle operations and quality assurance logistics elements support elements. Support will include: •· Operating the Logistics Materiel Control Activity (LMCA); providing management, customer support, material handling, automated data processing and equipment and document control •· Operating the site HAZMART to include hazardous waste management operations •· Providing technical support to the Munitions section to include document control, storage and transportation operations, and shipping operations. •· Operating the site's special fuels/propellant storage area and provide technical support for the site gas cylinder program •· Providing support in the management of all site vehicles (including forklifts and Daihatsu mini-trucks), to include program compliance, and inspection preparation •· Providing technical support to the Quality Assurance section, managing document control and the technical data program The contract shall provide qualified personnel and supervision as well as equipment, tools, personnel protective equipment (PPE), cell phones, vehicles and material handling equipment to support contract requirements. Contract performance will require being able to receive classified mail. Responses Responses shall be no more than 2 pages and must be presented in a format that identifies each specific area with a direct response. Past performance examples should be presented with points of contact identified for any follow-up.
