Submission Instructions DEFENSE THREAT REDUCTION AGENCY (DTRA) | COOPERATIVE THREAT REDUCTION (CTR) PROGRAM | THREAT REDUCTION LOGISTICS SERVICES (TRLS) ADVISORY SUPPORT SERVICES Synopsis This is a Request for Information (RFI)/Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government to issue a solicitation or otherwise make a contract award. The Defense Threat Reduction Agency is seeking to identify capable U.S. Small Business Administration (SBA) qualified/certified Historically Underutilized Business Zone (HUBZone) and/or certified women-owned small businesses (WOSB) only who can demonstrate in their response to this RFI the capability to conduct and accomplish the requirements specified in this RFI. Background The Defense Threat Reduction Agency (DTRA) safeguards America's interests from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosives) by controlling and reducing the threat and providing quality tools and services for the warfighter. DTRA's work covers a broad spectrum of activities shaping the international environment to prevent the spread of Weapons of Mass Destruction (WMD), responding to requirements to deter the use and reduce the impact of such weapons, and preparing for the future as WMD threats emerge and evolve. Established on 1 October, 1998, The Defense Threat Reduction Agency (DTRA) is the U.S. Department of Defense's Combat Support Agency for countering weapons of mass destruction. DTRA's main functions are threat reduction, threat control, combat support, and technology development. DTRA and its co-located partner organizations are headquartered in Fort Belvoir, Virginia. The agency maintains additional offices and representation across all combatant commands. Housed within the Defense Threat Reduction Agency is the Cooperative Threat Reduction (CTR) Program. CTR's overarching mission is to partner with willing countries to reduce the threat from weapons of mass destruction (WMD) and related materials, technologies, facilities, and expertise. The CTR Program focuses on eliminating, securing, and consolidating WMD, related materials, and associated delivery systems and infrastructure at their source in partner countries. The CTR Program also focuses on building partner capacity to prevent the proliferation of WMD materials in transit across international borders. Purpose and Objectives DTRA seeks responsible certified HUBzone and WOSB potential sources who can demonstrate the capability to provide a full range of logistics, compliance and acquisition advisory services. The primary focus of this effort requires the contractor to support the implementation of CTR programs and projects and other missions when CTR needs export, import, or specialized movement of program materiel. Offerors must provide the essential logistics, compliance, and acquisition support advisory resources to support the effective technical design, operation, and internal programming of these areas and comply with all Federal, Local, and program policies, regulations and directives; and to satisfy external reporting and oversight requirements.
