- This is a Notice of Intent, not a request for quotations. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with SomaLogic, Inc. to procure reagents specific to SomaLogic's SOMAscan assay platform. The Government intends to purchase several high throughput system assay kits for the SOMAscan platform: 6 High Throughput System (HTS) Assay Kits: Cells & Tissue, 10 Diluent Tubes for cerebrospinal fluid (CSF), 21 HTS Assay Kits: Human Plasma, 21 HTS Assay Kits: Human Serum. The kits being procured are specific to the SOMAscan platform and are proprietary to the original manufacturer of the platform. The research performed in NIH's Center for Human Immunology (CHI) involves characterizing the protein expression in human fluid and tissue. Previously, CHI has used a Luminex platform for proteomics, but now the laboratory installed a SOMAscan. In order to run the assay on the SOMAscan, CHI needs to order kits for protein detection related to several ongoing projects, including: multi-variate proteomic analysis of the human immune system, an Inter-strain Radiation Sensitivity study, the ongoing inCHIANTI study, and Proteomic Analysis to Identify Characteristics of PTSD. SomaLogic is the sole producer and manufacturer for all SOMAscan products and equipment. Therefore, CHI can only order kits for its SOMAscan assay through SomaLogic. The Somascan assay is an exclusive technology of Somalogic, using an unique aptamer based protein detection that allows the scientists to detect 1310 analytes in sera or plasma. No resellers of the product have been identified. Place of delivery is Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTATIONS. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NIAID-NOI18-1920286) to Jason Aroz at Jason.Aroz@nih.gov, by 4:00 pm eastern standard time Friday, August 24, 2018. All responses received by the closing date of this Notice will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
