N61331-18-Q-KJ08 Sole Source Justification REDACTED N61331-18-Q-KJ08 CLAUSES Electronics Supply Commercial SS SB The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to David Clark Company Incorporated, 360 Franklin Street, Box 15054, Worchester, MA 01615-0054 for the purchase of 50 each Module, Sidetone, Motorola w/PTT, SRX-2200; PN: 40192G-08. The purchase is not suitable for full and open competition for the following reasons: David Clark Company Incorporated is the only company that makes this commercial item that is compliant with the Government owned System Baseline Configuration 4 (SBC4) Technical Data Package (TDP). The items being procured were tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the LCAC C4N SBC4 product specification during the product's initial prototyping and evaluation phase. In summary, only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. There are no other sources for these items that currently exist. Therefore, David Clark Company Incorporated is the only known source capable of performing the tasking of this procurement.
