- Synopsis of Proposed Contract Action Harting Biological Consulting - Analytical Services for the Hawaiian Monk Seal Research Program A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 6.302-1. Harting Biological Consulting is the only known business that can provide analytical and expert consultation to the Hawaiian Monk Seal's conservation and recovery program. Particularly, access to use of an existing non-NOAA-owned proprietary, specifically-designed stochastic simulation model that is used to evaluate population demographics annually. This model is to support other research objectives related to the recovery of this species: • Study design/data analysis of major program initiatives and program efficiency reviews. Collaborate with the PIFSC staff to design, conduct, evaluate, and review the efficiency of research under the three main program initiatives (Population Assessment, Enhancement Activities, and Health Studies). Perform tasks associated with the compilation, statistical analysis, and interpretation of numerical data using existing model. • Model development and maintenance. Develop tools within the existing stochastic simulation model as needed by HMSRP for monk seal data analysis. Potentially make recommendations for improving various aspects of the monk seal data collection and data management system • Simulation Modeling. Utilize existing simulation model specifically designed to represent the life history of the monk seal as realistically as possible, and to fully capture all of the uncertainties in demographic rates and system processes that influence the long-term dynamics of the population. It is intended as both an exploratory tool for management and a predictive tool to better understand the implications of current population trends and natural perturbations. Also used to assist NMFS in management decisions. • Technical Writing and Report Preparation. Assist in preparing written reports and permits. These shall include: internal documents related to monk seal biology or management; documents related to the revised Monk Seal Recovery Plan (or other materials deemed useful by HMSRP to the Monk Seal Recovery Team); and other documents as requested by HMSRP. May be required to produce plots, figures, tables or other visual aids to be used in presentations or reports in preparation by other personnel. Assist in summarizing data, providing simulation results of effects of proposed federal actions, justifying study design or writing protocols to support permit applications or complete NEPA or other requirements that arise from the permit application process. • Consultation/Attendance at Meetings, Workshops, and Conferences. Expert consultation and participation on conference calls and in meetings, workshops or conferences with PIFSC staff, external researchers, partners and resource managers regarding multiple research and science-based conservation issues. This procurement is being conducted under contracting by negotiation, only one source is reasonably available. The North American Industry Classification System (NAICS) code for these item is 541990. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Wednesday, August 29, 2018 10:00 a.m. Pacific Time. The government intends to negotiate a labor hour contract with a one year base period and four one-year option periods for analytical and consulting services for the Hawaiian Monk Seals Program with Harting Biological Consulting. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
