- Page 1 of 4 The Department of Veterans Affairs Great Lakes Acquisition Center (GLAC) in North Chicago Il intends to negotiate a sole source contract with StarFire System Inc to provide Fire suppression maintenance to the Captain James A. Lovell VA Medical Center in North Chicago, IL. This contract will be for firm fixed price contract. This procurement is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The contract will be firm fixed price and the NAICS code is 238290. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products, services and capabilities as well as references from other customers who are using these products and services to train staff on the Candela laser to the contracting officer NLT 11:00AM EST, 17 August 2018. Supporting evidence must be submitted in sufficient detail to demonstrate the ability to comply with the above requirements and attached Statement of Work, to include access to OEM parts for repairs. Responses received will be evaluated; however a determination by the Government to not compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with StarFire system inc All work is expected to encounter normal conditions. Contractor to Install equipment in accordance with the manufacturers installation instructions. If anything unusual is encountered the VA will be notified and pricing will adjust accordingly. PAYMENT FOR SERVICES: Invoices will be paid in arrears on a monthly basis upon completion of the services. Each invoice must include VA purchase order number, and invoice number and the month of the service being invoiced. The invoice should be mailed to the address identified herein. SECURITY REQUIREMENTS: The Contractor s employees shall wear visible identification and company uniforms approved by the COR at all times while on the premises of the VAMC. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police Section or from the COTR. The VAMC will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. Smoking is prohibited inside any buildings at the VAMC. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. STATEMENT OF WORK FIRE SUPPRESSION SYSTEM 1. Contract Title. Fire Suppression equipment testing 2. Background. This is required testing by both NFPA and JAHCO to remain in compliance this testing must be completed and documented. 3. Scope. DESCRIPTION OF SYSTEMS TO BE SERVICED Clean Agent Fire Suppression Systems (Qty. = 4): Building 133-EF Main Computer Room, Building 133 PBX Room Building 133 Tele/Switch Room, Building 134 IRM Computer Room Dry Chemical Fire Suppression System (Qty. = 1): Dock Parking Lot HazContainer Preaction Detection System Building 133CA Pacs/Computer Room Kitchen Hood Fire Suppression Systems Buildings 201, 202, 205 & 206 (4) Fire Doors & Kitchen HoodsBuilding 133CA BD-164, Building 6 Main Kitchen, Building 133CA Canteen Kitchen, Building 133CA, Canteen Kitchen Serving Line, Building 134 C-122, Building 134 B-106, Building 134 B-207, Building 131 Room 25 Kitchen 4. Specific Tasks. WORK TO BE PERFORMED DURING NORMAL INSPECTIONS Perform control panels integrity test Test all detection devices and clean if necessary Test fusible link detection circuit (Dry Chemical System) Verify proper operation of all alarm devices Test all supervision circuits Check proper transmission of alarm and trouble signals to main fire alarm system and/or central station Check all agent release output circuits Check all solenoid release output circuits and assist with trip testing of sprinkler valve Verify proper sequence of operation is maintained Record weight and/or liquid level of agent storage containers Inspect piping for any obvious damage Verify proper orientation of agent discharge nozzles Check integrity of field wiring Verify systems are in conformance with record drawings (if available) Test equipment interlock shut-down functions (if possible) Provide refresher training course for all operating and maintenance personnel Provide test report with list of any identified problems and recommendations for correction of any problem WORK TO BE PERFORMED DURING NORMAL INSPECTION KITCHEN HOOD FIRE SUPPRESSION SYSTEMS: Verify proper operation of mechanical control heads Check integrity of pneumatic detection tubing Check integrity of fusible link cable Check integrity of fusible links and replace per National Fire Protection Agency requirements Verify proper operation of all alarm devices Check to assure nozzle caps are in place Verify agent piping is not obstructed Weigh or verify liquid level on agent storage containers Check all auxiliary equipment Verify proper sequence of operation is maintained Provide refresher training course for all operating and maintenance personnel Provide test report with list of any identified problems and recommendations for correction of any problems Place maintenance tag/certificate in the proper place Deliverables: Documentation of testing for records. 5. Performance Monitoring Contractor will work with V/A personnel to ensure all testing is completed In Accordance With required test procedures. 6. Security Requirements Contractor will be escorted during testing C&A requirements do not apply Security Accreditation package is not required 7.
