Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a SOLE SOURCE basis with Hydraulics International, Inc. of Chatsworth, CA for the procurement of two (2) Diesel Hydraulic Test Stands (DHTS), P/N 040489-100, NSN 4920-01-523-5921, for the Royal Malaysian Air Force (RMAF) F/A-18D Program under Foreign Military Sales (FMS) case MF-P-GBN. The DHTS is a required piece of support equipment used to provide external hydraulic ground power to aircraft hydraulic systems during maintenance at the Organizational level. The test stand is capable of delivering a hydraulic fluid at 25 gal/min at 3,000 PSI and 17 gal/min at 5,000 PSI. The unit uses an air eliminator and a 3-micron absolute filter to remove free air and particulate contaminates, and can also deliver filtered fluid at 100 PSI for servicing. The design and manufacture of the DHTS is proprietary to Hydraulics International, Inc. As the original equipment manufacturer, Hydraulics International holds the rights to the engineering data and drawings, and has not authorized any other businesses the right to manufacture the DHTS. The U.S. Government does not possess the sufficient data to organically design the DHTS to enable a competitive solicitation. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
