Description
The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Project Management Office - Combat Ammunition Systems (PM CAS) will hold a two day Industry Day event on 18-19 September 2018. The event will provide background information, program plans, and requirements for a 155mm Howitzer, Cannon-Delivered Area Effects Munition (C-DAEM) projectile solutions. The areas of interest for solutions include: integrated projectile designs, airframes, sensors, seekers, fuzing, lethal mechanism, and precision technologies capable of operating in a heavily countermeasured environment. All information presented at the event will be free of export control restrictions and will be Distribution A. The Industry Day will take place at the Hilton Garden Inn, Rockaway, NJ from 0800-1600. Both days of the event are open to all authorized U.S. and foreign companies. On the second day of the event, PM CAS will provide an opportunity for companies to participate in individual sessions, which will be scheduled as described below based on responses to this announcement. This Industry Day will inform the industrial base of two U.S. Army needs and potential acquisition strategies. The first need is for an extended range 155mm C-DAEM Anti-Armor projectile, maximum range 22km (Threshold), 130km (Objective). This munition must demonstrate lethal capability in challenging operational environments against massed, moving and poorly located, mechanized armored vehicles. Mechanized armor targets include Self-Propelled Howitzers, Main Battle Tanks, Light Tanks, Armored Fighting Vehicles (AFVs), Armored Personnel Carriers (APCs), Air defense artillery, and Multiple Launched Rocket Systems. Engagement of these targets requires the munition to operate in a countermeasured environment, which will include contested GPS and other Electronic Warfare (EW) threats, cyber threats, seeker countermeasures (obscuration etc), and Counter Rocket Artillery and Mortars (CRAM) systems. The second need is for a C-DAEM projectile that defeats personnel targets and provides lethal effects against mechanized armor. All C-DAEM solutions will require compliance with the existing US DoD Cluster Munition Policy. If directions are needed for the location of Industry Day, please communicate with the Point of Contact below and directions shall be provided to you. Next fiscal year, the Government intends to release these requirements in the next Request for Ordinance Technology Initiatives (ROTI), through the Defense Ordinance Technology Consortium (DOTC) Other Transaction Agreement (OTA), to the National Armaments Consortium (NAC). A NAC membership will be required to respond to the ROTI but is not required to attend the Industry Days. Each Business/Organization in attendance will also have the opportunity to meet with the government in planned One-on-One sessions on Day 2 of the event. Each One-on-One session will last no more than thirty (30) minutes to request clarification on any information provided during the course of these Industry Days. These sessions may also be used for company proprietary capability briefs relevant to this emerging requirement. Businesses/Organizations interested in attending a One-on-One session must contact the Government point of contact listed below no later than 30 August 2018 with their intentions. Those who have expressed desire to have a One-on-One session will be provided the time and location for their respective One-on-One meeting before the Industry Day is held. Further instructions for these One-on-One sessions will be given during the introduction of the Industry Day. Businesses/Organizations interested in sending representatives to the Industry Day and participation in the One-on-One sessions shall notify Kathryn Ressel, via electronic mail only at kathryn.a.ressel.civ@mail.mil, no later than 5pm EST, 30 August 2018 or as soon as possible with the following information: Firm Name, Name(s) of Individual(s) attending, Country of Citizenship, Telephone Numbers and Addresses. Each business/organization is limited to a maximum of four (4) representatives. This Industry Day announcement is not a notice for a solicitation. This is also not a Request for Proposal or Request for White Papers. The Government does not intend to award a contract on the basis of the Industry Day discussions or responses. The Government will not pay for any costs incurred as a result of this Industry Day or costs associated with attending the Industry Day.
