- *** Draft Solicitation W91CRB-18-R-0065 has been extended to allow for responses to vendor questions. The following posting has been extended from August 10, 2018 to August 21, 2018. Questions and answers will be posted shortly.*** *This is a DRAFT Request for Proposal. Contractors shall NOT submit proposals in response to this notice. All documents attached to this notice are in DRAFT form and shall not be considered the final version. Any document posted with the Draft Solicitation which is designated "access controlled" will require authorization prior to gaining access. Questions/comments regarding posted documents shall be submitted to the point of contact for this posting. Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for Soldier Borne Sensors. The SBS is a tool which can be employed by the Soldier from a tactical position to gain Situational Awareness/Situational Understanding (SA/SU) in near real time. The SBS is expected to be composed of two main components: an Aerial Vehicle (AV) and a Ground Control Station (GCS). The SBS will provide near-real time video to the operator and to the Squad Leader to inform tactical decisions and enhance the Squad's mission ability. The miniaturized nature of the SBS will allow it to be transported by an individual Soldier into any Area of Operation. During movement, the Squad will employ the SBS as needed to provide SA/SU from a standoff distance. The Government intends to solicit competitive proposals to award a single Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract to procure SBS systems for the United States Army. The contract will have a five year ordering period and provide sufficient ceiling to meet potential demand from other services. The contract will consist of FFP Contract Line Item Numbers (CLINs) to procure Full Rate Production (FRP) systems, initial spares, and repair parts using Other Procurement Army appropriations. PdM SMS will continue to monitor technology and the commercial small Unmanned Aerial System (sUAS) market. When significant performance improvements become available, PdM SMS will achieve improved performance via either engineering changes or new contracts. The Army Contracting ComGeneral: The North American Industry Classification System (NAICS) Code for this requirement is 336411, Aircraft Manufacturing with a size standard of 1,500 employees. All items under this procurement are subject to the Buy American Act. Estimated Solicitation Issuance Date: On or before 31 August 2018 with all documents, attachments, and amendments posted at the FedBizOpps website located at the following address: https://www.fbo.gov. No hard copies of the RFP will be issued. All offerors are responsible for obtaining the documentation, and all updates to documentation, from the website listed above.
