- Solicitation Number: FA8601-18-R-0092 Notice Type: Special Notice Synopsis: The United States Air Force, AFLCMC/PZIBC, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source firm fixed priced contract for informational purposes only. The United States Air Force School of Aerospace Medicine (USAFSAM) requires the migration of 191 Umatic videotapes to Blue Ray digital format in order to extend the archive life of the material and as a consequence reduce the required storage space. These tapes are part of the archives of USAMSAM and constitute an integral part of the history of aerospace medicine. Confidential handling of this material is required due to the potential for unclassified, but sensitive content. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 518210 - Data Processing, Hosting, and Related Services. Business size standard: $32,500,000.00. The proposed source is Allied Vaughn. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1:00 pm EST, Tuesday, Aug 21, 2018, and meets the following requirements: The Franzello Aeromedical Library holds videos archived in the obsolete Umatic format. This analog format has not been in use since the early 1980s. The archived videos are an integral part of the history of aerospace medicine and they are deteriorating at an unknown rate. This material requires digital migration to extend their life and usability. Migration from the rather large Umatic format to digital disc format will also decrease storage requirements. •· The contractor shall migrate the contents of 191 Umatic tapes from the analog to a digital Blue Ray/DVD format. The contractor shall deliver one Blue Ray disc and one DVD reference copy for each original title provided. Contractor will provide physical and/or digital restoration, tape baking as required and approved. Captured metadata spreadsheet will be provided to include: Title; Running Time; Creation Date; Subject; Confidentiality/Distribution. Upon completion of quality checks contractor will provide certified and confidential destruction of original materials. In order to comply with FAR 5.207(c) (15), the reason for lack of competition is as follows: Allied Vaughn is the only known source that can accommodate the volume of material the government needs to migrate and do so in a timely manner. Allied Vaughn has a proven record of handling potentially sensitive material. This is a requirement due to the unavailability of Umatic equipment and inability to review the content before digitization. The close proximity of the source will allow a government representative to provide direct oversight of this project. The Department of Defense (DOD) has determined the System for Award Management (SAM) to be the single DOD registration for contractors who conduct business or who are interested in conducting business with the DOD.
