Description
Patient Rescue and Transport System The United States Army Medical Research Acquisitions Activity (USAMRAA), on behalf of the U.S. Army Medical Material Development Activity (USAMMDA), is issuing this notice of Intent to Award a Sole Source contract. This is not a request for proposals. This notice does not represent a commitment by the government to pay for costs incurred from the preparation and/or submission of data in response to this notice. This is a notice of the intent to award a sole source contract to Skedco in accordance with FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. This project is a continuation of a contract titled " Patient Rescue and Transport System ". The work will provide the following essential characteristics: Characteristic Description Current Patient Rescue and Transport System Modified Patient Rescue and Transport System (PWS 5.3) Ability to Deploy Under 1 minute Under 1 minute Restraint system Prevents patients from slipping/sliding while in the litter and secures the patient from moving during transport. Yes Yes Hoist capability Direction Can be hoisted in both horizontal and vertical direction Hoist in both horizontal and vertical direction Patient Immobilization & Accessibility Have a rigid form fitting full-body material surface that immobilizes the patient and does not interfere with airway maintenance while providing splinting for lower extremities. Will last at least 50 (T), 75 (O) deployment cycles Yes Yes Hoist Capability - Tag line The tag-line shall have a breaking strength of 150 pounds (lbs) maximum for air-hoisting operations using rotary winged aircraft (the rope is 250 feet long and with the V strap that connects to the litter you can add another 3 feet. That means you have 13 feet more tag line than useable cable on the winch which is 240 feet. When the cable is out at full length you can still have enough angle on the tag line to prevent spin). Yes Yes Hoist Capability - Stability For hoisting operations, there shall be a minimum four point lifting system for stability of loads. Yes Yes Hoist Capability - Water Rescue The ability to inflate and provide a kit for stabilization of patients (head-up position) in salt and fresh water. Yes Yes Hoist Capability - Water Rescue Position For water rescue operations, the litter shall be maintained in a nearly vertical position in the water. It shall also have self-righting ability which maintains the casualties head above the water at all times. Chest pad for buoyancy is required which allows not only the casualty but also a care-giver to be able to float. Foot ballast is also required to assure that the head is always in the upward position. Yes Yes Restraining Straps Straps that hold the patient into the litter shall be rated to at least 4000 lbs. Yes Yes Rating The litter shall be rated to National Fire Protection Association (NFPA) breaking strength standards of 15:1 for safety. The litter shall be able to support up to 300 lbs, which at 15:1 would be 4500 lbs static load for safety.
