- J&A Single Source Determination - Redacted NOTICE OF INTENT TO AWARD SOLE SOURCE: Pursuant to FAR Subpart 13.106-1(b)(1), the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), North East Fisheries Science Center (NEFSC), Ecosystems Surveys Branch (ESB) located at Woods Hole, Massachusetts intends to negotiate on a sole source basis with Echoview Software TTY LTD, Battery Point Australia, under Simplified Acquisition Procedures in accordance with FAR Part 13, and Other Than Full and Open Competition as authorized by FAR 6.303. The anticipated award date is 20 August 2018. The North American Industry Classification Code (NAICS) for this acquisition is 511210 with a business size standard of $38.5M. NEFSC Woods Hole MA as part of multiple scientific programs relies on acoustic data collection to support sustainability and the preservation of marine life. The requirement is to renew software licenses that the scientific missions rely on for the integrity and standardization of data across diverse platforms. This notice is not a request for quote/proposal and no solicitation will be issued. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than August 20, 2018 at 11:00AM (EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available.
