Technical Information Questionnaire - Active Tracking & Intrusion Detection Hardware for Fuel Delivery Sources Sought U.S. Army Contracting Command - Rock Island ATID Hardware for Bulk Fuel Operations This is a Sources Sought Notice. This is NOT a Request for Quote (RFQ) or an Invitation for Bid (IFB). No proprietary data should be submitted in response to the synopsis. Any submissions will be considered to be public information. Responses will not be returned. In accordance with DFARS 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information 206.302-1(d), a sources sought notice must be posted to the Federal Business Opportunities website when FAR 6.301-1 applies, and the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. The United States Government (USG) Army Contracting Command - Rock Island is seeking sources for Active Tracking and Intrusion Detection (ATID) hardware to prevent pilferage by establishing satellite enabled ability to track bulk fuel truck delivery convoys throughout Afghanistan to ensure that adequate supplies of Petroleum, Oil and Lubricant (POL) products are delivered to the Ministry of Interior (MoI), and the Ministry of Defense (MoD) training sites, operating sites, operational forces, and national-level management and leadership activities. This document contains the description of desired hardware capabilities and attached is a separate Technical Informational Questionnaire (TIQ) which must be filled out and returned. The support needed consists of a detector system designed to prevent theft of mission-critical fuel used by Afghanistan forces. This fuel monitoring system will need to feature: 1. Tracking device that delivers near-real-time location 2. Fuel volume measurements throughout entire delivery 3. Intrusion detection capability 4. Customized alerts and reports generated upon instances of pilferage 5. Fuel delivery confirmation via electronic ticketing Services must include: 1. Fuel System Installation 2. Fuel System Removal 3. 24x7 near-real-time tracking and fuel volume monitoring The period of performance is one (1) base year with four (4), one (1) year options. Equipment must be available for use no later than March 2019. Services must begin March 2019. The Contractor is required to provide materials, delivery, system installation, and system removal/repair to all required fuel trucks. The TIQ information must be submitted by 1400 hours US CST on T, 04 September 2018.
