- The Federal Aviation Administration (FAA) has a requirement to replace two (2) guyed towers (approx. 75' each). All work is on FAA property located near Binghamton, NY. There s a paved parking area, equipment building, 2 antenna towers, and other items located on the site. There is an ASR facility also on site. The FAA wants to replace existing guyed towers with self-supporting towers while keeping facility in service, per the drawings and specs. The contractor shall provide all labor, materials (unless noted otherwise in the contract documents), and specialized equipment as necessary to perform the work described in the Scope of Work (SOW). A site visit is scheduled for Wednesday, August 8, 2018 at 9:00 AM ET/8:00 AM CT. Site visit instructions can be found in (Section L, 3.2.2.3-63 Site Visit (Construction). Pre-bid Questions/Answers from the site cisit are now attached. ALL QUESTIONS REGARDING THE PROJECT/SPECIFICATIONS/PLANS MUST BE RECEIVED IN WRITING to stephen.mangan@faa.gov NO LATER THAN 5:00 P.M. CST ON AUGUST 10, 2018 TO ALLOW FOR RESPONSES TO BE PROVIDED PRIOR TO DUE DATE FOR RECEIPT OF PROPOSALS. Contractors must be registered with the System for Award Management (SAM) on the date for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), ifthe offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. In addition, offerors must complete the Experience Form and return by closing date of 5:00 p.m. CST, AUGUST 24, 2018. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offerors program eligibility. Proposals must be received by Stephen Mangan, no later than, 5:00 p.m. CST, AUGUST 24, 2018. Emailed proposals shall be sent to stephen.mangan@faa.gov and must contain 6973GH-18-R-00227, as part of the email subject line. Any responses received after 5:00 p.m. CST, AUGUST 24, 2018 may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. Therefore, any cost associated with the SIR submission is solely at the vendor s expense.
