- This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 314999. The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: Performance Designs, Inc. 1300 E International Speedway Blvd Deland, Fl, 32724-2606 The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Airborne Mobile Training Team (AMTT) trained Marines jumping units and other DOD jump teams in advance parachute applications. To effectively meet training requirements, the AMTT utilizes Coach Ram Air Parachutes which are civilian Sport Parachute Systems. Due to a high volume of jumping both in courses and to maintain instructor currency some of the parachutes have been damaged and lines have stretched out of tolerance. This requirement is to conduct sport parachute inspections on 22 sport parachute main canopies, repair damages found during parachute, reline canopy as needed to line degradation, and place canopy into manufacturer specified trim. In addition, to conduct parachute maintenance in two batches of 11 canopies at a time. Inspections and Maintenance performed must be in compliance with all Federal Aviation Administration and United States Parachute Association codes and regulations. The service in only available from the original equipment manufacturer, Performed Designs, Inc. Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around August 27, 2018, in accordance with fair opportunity under Far Part 13 procedures. The Delivery Date is no more than 120 days After Receipt of Order (ARO). This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to grace.gonzalez@usmc.mil no later than 23 August 2018, 12:00 p.m. Eastern Time. Late responses will not be considered.
