VA New Jersey Healthcare System 385 Tremont Avenue East Orange, NJ 07018 Description/Specifications Statement of Work 561-18-3-5820-0043 GENERAL INFORMATION 1. Title of Project: Replace Fire Pump and Controller 2. Scope of Work: The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision and other items and services necessary to remove the existing fire pump, fire pump controller and concrete pad and provide and install a new concrete pad, fire pump and fire pump controller and replace two (2) defective fire hydrants as defined in this Performance Work Statement for the VANJ Health Care System (East Orange Campus). 3. Background: Required for proper functioning of the fire suppression system in buildings Seven at VA New Jersey Healthcare System, East Orange Campus. 4. Performance Period: Working hour are from 7am-4:00 pm Monday-Friday except on federal holidays. A schedule will be set upon contract award by the point of contact (POC) or Contracting Officers Representative (COR) if one is appointed. It is expected the work will be completed. The service should be completed no later than 45 days after receipt of award. 5. Locations: Fire pump and controller located in Tunnel between building 7 and building 8. Fire hydrants located across from receiving dock and entrance to parking lot D. 6. The Fire Sprinkler System Contractor must possess a valid Level II Inspection and Testing of Water Based Systems certification issued by NICET and successfully pass the Water Based Fire Protection Systems Layout Level I NICET examination. 7. Demolition of fire pump and controller is not to begin until new equipment has been acquired and is prepared for installation. GENERAL REQUIREMENTS Task 1: Fire pump and controller Equipment: 1) Pump Aurora model # 4-483-11C Size 4 X 5 X 11 GPM 750 TDH 75 PSI RPM 3560 Connection Flanged, 125 Pounds Construction Bronze Fitted Lubrication Grease 2) Motor Frame 324HP Volts 208 Phase 3 Hertz 60 HP 50 RPM 3560 Enclosure TEFC, Vertical mount 3) Fire pump Controller Manufacturer Torna Tech Model GPS + GPU Full Service Reduced Voltage Soft Start, Soft Stop Electric Fire Pump Controller with Automatic Power Transfer Switch Enclosure NEMA 4 Ambient Temperature Rating - 5 °C to 55 °C / 41 °F to 131 °F Include space heater with humidistat for inside controller FMS staff will turn off and lockout/tagout power supply to the fire pump controller. Contractor will put their own lockout tagout on after FMS staff installs theirs. FMS staff will then close valves on the suction and supply side of the pump and lockout/tagout valves. Contractor will put their own lockout/tagout on after FMS staff installs theirs. 1) Contractor to remove and dispose of existing fire pump, motor and fire pump controller. 2) Contractor to demo and dispose of existing concrete pad for the pump and replace it in kind. 3) Contractor to install the new fire pump controller 4) Contractor is to mount new pump to the concrete pad. Contractor is to install the new motor to the pump. Contractor is to install piping to the pump using new rubber full face gaskets. Contractor is to install new suction and discharge gauges. Contractor is to install new casing relief and air release valves. Contractor is to install new copper piping between pump and controller. Contractor is to install a new drain piping from the pump to the nearby trough. 5) Contractor and FMS staff will remove lockout/tagout to suction and discharge water valves, open valves and check for leaks. Contractor will repair any leaks found as needed. 6) Contractor and FMS staff will remove lockout/tagout to power supply for the controller. The contractor with FMS staff will then energize the pump and test for proper operation. The contractor will correct any deficiencies found to ensure proper operation. When operation of the pump is found satisfactory FMS staff will put the pump back into service. 7) Upon completion ensure that all debris is cleaned up and removed from VA premises by contractor. Task 2: Replace defective fire hydrants Equipment: Fire Hydrant American Darling 5 ¼ B62B-1 or equivalent FMS will valve off water supply to fire hydrant. Lockout/tagout valve. Excavate area around fire hydrant. Remove old fire hydrant Install new fire hydrant Remove lockout/tagout and open water supply valve to the fire hydrant Check for leaks and repair if needed. Check operation of fire hydrant If all is OK, backfill excavated area. Put fire hydrant back into service C. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES - Contractor will follow all VA, OSHA, and EPA safety policies Lock out and tag out is necessary on equipment, and will be piggy backed off of East Orange staff LOTO. - All systems are to be tested and verified completion with a VA contracting Officers Representative. D. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO.
