- Statement of Need- Bit Phase Shifter Single Source Justification The U.S. Department of Commerce, NOAA, Wallops CDA Station, Wallops Island, Virginia, intends to negotiate and award a firm fixed price contract to L3 Technologies, Inc. dba Datron Advanced Technologies Division, 200 West Los Angeles Avenue, Simi Valley, CA 93065. Datron Advanced Technologies builds antennae to perform telemetry, tracking and control antenna systems. Datron Advanced Technologies is the original equipment manufacturer for the 13M Antenna system which is a critical component to the NOAA Wallops CDA Station's POES spacecraft tracking system. The Wallops 13M antenna system requires a 6-Bit Phase Shifter which allows the phasing of X Band tracking signals that is integral to track the Polar spacecraft. Datron Advanced Technologies will provide part number 42068-1 (2each) 6-Bit phase shifter (X Band 7.8 to 9 GHz) which must meet the interface control criteria that is an originally designed engineer specification for the 13M antenna feed system. The Phase Shifter is unique and must communicate with the tracking system and with other components within the antenna feed system. Datron Advanced Technologies provides the engineering expertise to assist in any servicing needs of the 13M operating system. The POES 13M antenna tracking system plays a vital role in our national security which supplies critical satellite data to forecasters that can result in the preservation of lives and property. As a legacy antenna, Datron Advanced Technologies will provide both service and support to the specific requirements for the NOAA Wallops CDA Station operating system. L3 Datron Advanced Technologies is the only source who can provide the required component to successfully return the POES 13M antenna tracking system to serviceable condition and meet the Government's needs. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The Product Supply Code for this requirement is 5985 and the North American Identification Classification System (NAICS) code is 334220. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 5:00 pm ET, August 24, 2018 will be considered by the Government. A determination by the Government not to compete this proposal requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
