- NOTICE OF INTENT TO SOLE SOURCE The Naval Special Warfare Command (NSWC) intends to award a firm fixed price, sole source contract to STIDD SYSTEMS, INC.; 220 Carpenter St., Greenport, NY 11944-1406, CAGE Code: 0W5E3. In accordance with the NSWC governing instruction and the Authorized Navy Use (ANU) website, STIDD SYSTEMS, INC. is the only authorized diver propulsion devices (DPD) manufacturer and servicer for NSWC use. This procurement is being conducted under FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 -Simplified Acquisition Procedures for products and services for which the Government intends to solicit and negotiate with only one source under the authority cited in FAR 13.106-1(b). The proposed action is for services to repair nine (9) DPDs. This service is required to maintain the DPD for which STIDD SYSTEMS, INC. is the original equipment manufacturer (OEM). This action falls under the authority of Federal Acquisition Regulation FAR 6.302-1(b)(1)(i), and a supporting Justification and Approval will be posted to FBO no later than 14 days after contract award. As a result of market research, and in accordance with FAR 13.106-1(b), STIDD Systems, Inc. is deemed the only responsible source and no other supplies or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 336611 with a size standard of 1,250 employees. The expected period of performance for the repair is for five (5) days. The anticipated award date is on or around 24 August 2018. This notice of intent is not a solicitation for competitive proposals; however, all parties who identify their interest and capability to satisfy this requirement to NSWK2@socom.mil within two days after date of publication of this notice will be considered. No solicitation will be issued, therefore any requests for the solicitation will not be considered. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
