Description
The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), on behalf of the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Mining Research Division (PMRD) intends to award a firm-fixed-price purchase order to a contractor for a Hartmann Apparatus (Explosion Demonstration Apparatus) to aid in research as an explosion pre-screeing test to prevent explosions in coal mines. BACKGROUND - coal dust collects in mine entries and returns as a normal part of coal mining operations. If left untreated, the coal dust can accumulate and explode, killing miners and severely damaging the mine. To prevent such explosions the Mine Safety and Health Administration (MSHA) has mandated that rock dust be applied to all surfaces to prevent such explosions. The Explosion Demonstration Apparatus (also known as Hartmann Apparatus) is an instrument for preliminary evaluations of the explosibility of various types of coal dust, coal dust/rock dust mixtures, or any other potentially explosive flammable dust. The Hartmann Apparatus shall provide an understanding of the hazards of a dust prior to more extensive evaluation in sophisticated instruments. The Hartmann Apparatus shall also be used as an educational tool to impress on workers the hazardous nature of explosible dusts. Hartmann apparatus, which is about 12 inches long acrylic tube, is used as a combustible dust cloud explosion pre-screening test. This test is performed based on procedures from VDI 2263, Part 1 (Section 2.1.1), "Dust fires and dust explosions; hazards, assessment, protective measures". The internal 8.5 kV high voltage unit provides the power for the continuous arc discharge. A hand held remote control unit will allow the operation of both the arc( discharge) and the reservoir for dust dispersion. The pre-screening test in the Hartmann apparatus is a precursor to the standard explosion screening test conducted per ASTM E1226 Section 13. Both tests, when used in conjunction, can be used as a tool to ascertain if a given sample of dust poses an explosion risk if suspended into a cloud in air in the presence of an ignition source. This is a combined synopsis/solicitation for simplified acquisition procedure items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is RFQ #18-Q-69184. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTE RECEIVED. Offerors should not assume they will be contacted or afforded the opportunity to revise quotes prior to award; therefore, all quotes should contain offerors' best terms from a technical and price standpoint. All quotes must include the name, address, and DUNS number of the business to be awarded the purchase order as well as the name, phone number, and email address of the person who will accept the purchase order on behalf of the successful offeror. Offerors must cite RFQ #18-Q-69184 on their quote. To be eligible to receive an award resulting from this solicitation, the offeror must be registered in the System for Award Management (SAM) prior to award of the purchase order in accordance with FAR Clause 52.204-7.
