- JOFOC NASA/GRC has a requirement for the development of a set of low-error universal cryogenic HTC and pressure drop correlations in the heating configuration that are easily integrable into any multi-node code to enable design and sizing on an NTP propellant feedsystem. Final products • Contractor shall provide a literature survey of the consolidated databases for pressure drop, nucleate and film boiling heat transfer coefficient, and critical heat flux, along with data filtering scheme, which papers are usable, which are unusable, why they are unusable, short write ups on each paper. Databases can be in Excel (or similar) program, and survey can be absorbed into subsequent reports. • Report 1 - Contractor shall provide a final report that assesses the accuracy of existing pressure drop correlations, the newly assembled universal cryogenic pressure drop correlation, and the consolidated database. Report shall include statistical analysis of data and correlations. • Report 2 - Contractor shall provide a final report that assesses the accuracy of existing critical heat flux correlations, the newly assembled universal cryogenic correlation, and the consolidated database. Report shall include statistical analysis of data and correlations. • Report 3 - Contractor shall provide a final report that assesses the accuracy of existing nucleate boiling HTC correlations with the onset of nucleate boiling correlation as the lower limit, the newly assembled universal cryogenic nucleate boiling and ONB correlations, and the consolidated database. Report shall include statistical analysis of data and correlations. • Report 4 - Contractor shall provide a final report that assesses the accuracy of existing film boiling HTC correlations with a correlation for rewet temperature as the lower limit, the newly assembled universal cryogenic correlations, and the consolidated database. Report shall include statistical analysis of data and correlations. • Report 5 - Contractor shall write up and summarize any other gathered information on cryogenic single phase liquid heat transfer coefficient • Contractor shall present the final polished master data file (easily readable in Excel or Matlab based format) and any computer scripts used to assess the data against correlations • Contractor shall provide the list of equations and guidance for how to implement the new universal correlations into multi-node codes such as SINDA/FLUINT and/or GFSSP NASA/GRC intends to purchase the items from Purdue University only for Universal Two Phase Pressure Drop and Heat Transfer Correlations for Cryogenic Fluids. The total estimated cost of this effort is $330,000 and the estimated period of performance is approximately 08/07/2018 to 09/30/2021. JOFOC is Attached. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 23rd, 2018 VIA EMAIL to jason.r.siewert@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
