Description
This FBO advertisement is hereby incorporated into the RLP 18-REG03 by way of reference as an RLP attachment. U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): City: Upper Darby State: Pennsylvania Delineated Area: From the intersection of Township Line Rd (RT 1) and West Chester Pike (RT 3), continue east on West Chester Pike/Market St (RT 3); continue south on Powell Ln; continue west on Marshall Rd; continue south on S. 69th St; continue south on Church Ln; continue west on E. Baltimore Pike/W. Baltimore Pike; continue north on Burmont Rd; continue north on Shadeland Ave; continue east on Marshall Rd; continue north on N. Lansdowne Ave; continue east on Garrett Road; continue north on Broadview Rd; continue west on Bywood Ave; continue north on Beverly Blvd; continue west on S. State Rd; continue north on N. Lansdowne Ave/Lansdowne Ave; continue east on Township Line Rd (RT 1); back to the beginning with West Chester Pike (RT 3). Minimum ABOA Sq. Ft.: 7,046 ABOA SF Maximum ABOA Sq. Ft.: 7,398 ABOA SF Space Type: Office Term*: 15 Years Full/10 Years Firm *However, Offerors are encouraged to submit rates for all terms available in the AAAP for consideration against future GSA requirements. Agency Unique Requirements: 1. The space offered should be no more than twice as long as it is wide and should have open areas where columns and other obstructions do not hinder the development of efficient space layouts, the use of modular furniture and office work flow. 2. Space configuration shall allow for a separate accessible employee entrance which provides access to the space without going through the public reception area. 3. Contiguous space is required. 4. Space requiring ramps due to uneven floor levels inside the offered space will not be considered. 5. Column perimeters shall be at least twenty feet (20') from any wall and from each other and shall be no more than two feet (2') square. 6. Where space is located above street level, elevator service shall consist of a minimum of two (2) accessible elevators which serve the floor proposed for the Government. One (1) of the accessible elevators may serve as a freight elevator, provided that the public route of travel does not require access to the employee's space. 7. Sites which are located directly on a highway or six-lane thoroughfare shall not be considered if the two (2) directions of traffic are separated by a physical barrier or traffic indicator which does not permit access from either direction within one (1) block or if the access is directly from the highway unless there is a traffic control device within two (2) blocks or equivalent from the proposed office space. 8. Space offered shall be located within the equivalent of two (2) city blocks from a primary or secondary street serving the office. The route from the primary or secondary street shall be direct. Locations which have obscure, difficult access shall not be considered. 9. If public transportation is provided by the municipality within the Delineated Area, then it shall be available within the equivalent of two (2) city blocks of the proposed space. The public transportation must service this location on an hourly basis (minimum) from 7:00 a.m. to 6:00 p.m., except Saturdays, Sundays, and federal holidays. Agency Tenant Improvement Allowance: Existing leased Space: $11.94 per ABOA SF Other locations offered: $54.69 per ABOA SF HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 18-REG03. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the "Register to Offer Space" link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during any "Open Period". The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. EST. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement. Offers cannot be submitted during the Closed Period (8th through the end of each month) and will not be considered for projects executed during that time period. This FBO advertisement is hereby incorporated into the RLP 18-REG03 by way of reference as an RLP attachment. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website. During an Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with the requirements in this FBO advertisement and RLP 18-REG03 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease. The Lease and all documents that constitute the Lease package can be found at https://aaap.gsa.gov. * If you have previously submitted an offer in FY 2017, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2018 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY18 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the ‘Space and Rates' tab in the AAAP. Your previous offered space will not be copied.
