- NOTICE OF INTENT TO AWARD A BRAND NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego (FLCSD) intends to negotiate and award on a sole source basis to EDGE TECH Marine. The Government has a need to procure EdgeTech 2200 housing upgrade and testing for ASL side scan sonar system in support of COMSUBPAC DET Arctic Submarine Laboratory (ASL). This requirement is for non-commercial items prepared using Simplified Acquisition Procedures under the FAR 13.302-1, as supplemented with the additional information included in this notice. Edge Tech is the proprietary company for the 2200 Titanium Housing equipment and operational program. The Small Business Office concurs with the set-aside decision. The proposed contract action is for non-commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FOB Destination applies. Lead time is 60 Days. In accordance with FAR 5.102(a) (6), the required justification and approval documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 09:00 AM PST, 28 AUGUST 2018 via email to Angelina.pinahardin@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
