- The Strategic Acquisition Center anticipates issuing a Request for Proposal (RFP) for the Department of Veterans Affairs Financial Services Center (FSC) located in Austin and Waco, Texas. This is a Draft Performance Work Statement (PWS) for Medical Claims Processing Support as supplemented with additional information included in this notice. This Draft does not constitute a formal solicitation of offers. Proposals will not be evaluated based upon this announcement. The associated North American Industrial Classification System (NAICS) code for this procurement is 561110 Office Administrative Services with a corresponding small business size standard of $7.5 million. This procurement is presently set aside for Service Disabled Veteran Owned Small Businesses. Description of Services: The Contractor shall provide technical and professional medical claims processing services in support of the VA FSC and its customers. The Contractor shall assist in the management of, as well as, process a large volume of medical claims efficiently and in the prescribed timeframes. The government anticipates award of a Firm Fixed Price/Labor hour hybrid contract or a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation. The estimated contract ceiling could reach $235 million if all line items and all option periods are exercised in their full capacity. The anticipated performance period is for a base year with four 1-year option periods. The Government is providing a draft Performance Work Statement (PWS) for industry comment. The Government is seeking feedback from industry on all parts of this draft PWS including comments and suggestions. Interested bidders are asked to review the draft PWS and submit any questions, concerns or recommendations for clarification in writing via email to Susan Swanson, Contract Specialist, no later than Wednesday, August 29, 2018 at 12:00 p.m. ET. Feedback in response to this draft PWS shall be submitted via a single consolidated email using the subject line Medical Claims Support Feedback. A Microsoft Office document attached to the email is the preferred method of submission. Each subject shall reference the specific PWS section, for example Section 4.5 states. The Government does not intend to provide individual replies to feedback received in response to the draft PWS, nor will contractor questions or comments be posted. A final RFP is anticipated to be issued in early September 2018. Any response to this notice is strictly voluntary and will be treated as information only. This notice does not constitute an invitation for bids or an RFP and is not a commitment by the Government to procure services. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. The information provided in this notice is subject to change and is not binding on the Government. A Draft PWS conference will be conducted on Thursday, August 24, 2018 at 3:00 ET via Skype for Business online meeting. Those interested bidders that would like to participate must send an email requesting attendance to Susan Swanson at susan.swanson3@va.gov; a follow-on email with access instructions will be provided. The intent of this conference is to provide a general overview of the requirement. No specific questions regarding the PWS will be answered during this teleconference as such issues will either be resolved during the revision or will become irrelevant if the performance work statement (PWS) or RFP is changed dramatically.
