- This is a SOURCES SOUGHT NOTICE. The Department of the Interior (DOI), U.S. Geological Survey (USGS), is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 541380 Testing Laboratories with a Small Business Size Standard of $15.0 M for an upcoming requirement for the Geoscience and Environmental Change Science Center (GECSC) Denver Federal Center, Lakewood, CO to provide petrophysical analyses services to measure both porosity and permeability using gas-injection porosimetry (also called gas expansion), in accordance with the attached Drafted Performance-based Work Statement. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. This is NOT a Request for Proposal (RFP), a Request for Quote (RFQ) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities (Fedbizopps.gov) website and no paper copies will be provided. Responses to this announcement are requested from Small Businesses. A firm is considered small if/when their AVERAGE annual receipts for the preceding three (3) years were less than or equal to $15.0 million. If sufficient interest and capability is not received from small business firms, any solicitation may be issued as unrestricted without further consideration. Small business firms who feel they can provide petrophysical analyses services are invited to submit, by email, an affirmative response to this announcement. An affirmative response must include: (1) FIRM ¿s NAME, ADDRESS, PHONE NUMBER and DUNS NUMBER as registered in the System for Award Management (www.sam.gov) ; (2) their SIZE STATUS (i.e. HUBZone, Woman Owned, and etc.) and (3) at least three references with contact names, email addresses, and phone numbers for credible persons that can attest to the offering firm ¿s ability to provide petrophysical analyses services in accordance with the attached Drafted Performance-based Work Statement. This information will be evaluated and used to determine if competitive opportunities exist. All responses must be submitted NLT 08/08/2018 1700 ET via e-mail to Don Downey, ddowney@usgs.gov.
