- Scope of Work INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. The National Institute on Drug Abuse (NIDA), Office of Acquistion (OA) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a contract for specific custom High-Throughput Screening (HTS) Nitrocellulose (NC) Membrane Assay Plates for use with 1536-well assays. EXTENT OF COMPETITION This acquisition is full and open with no set-aside restrictions. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 - Analytical Instrument Laboratory Manufacturing with associated business size standard 1000 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99-1 / 07-16-2018. This acquisition is conducted under the procedures as prescribed in the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures at an amount not expected to exceed the Simplified Acquisition Threshold. DESCRIPTION OF REQUIREMENT Project Description Title: Custom HTS 1536-Well Nitrocellulose Membrane Assay Plates. Scope of Work: The subject requirement consists of obtaing specific custom High-Throughput Screening (HTS) Nitrocellulose (NC) Membrane Assay Plates for NCATS' 1536-well assays. This plate has been developed at NCATS for immunochemical and other array-based assays and is not commercially available. NCATS is currently using it for the development of reverse phase protein array (RPPA) assays but is also considering additional experimental applications. This requirement seeks a contractor to perfom a custom-build of this plate and generate a large number of them for NCATS to use in multiple projects, thereby streamlining NCATS protocols. There is no previous purchase history applicable to this requirement. Purpose and Objectives The subject requirement is obtain contractor-genrerated custom nitrocellulose (NC) membrane plates to be used on multiple robotic screening systems currently in use in NCATS in addition to the traditional wet lab research conducted for assay optimization and validation. Multiple labs within the institute have been given the directive to screen, identify, and distribute to the research community small molecule compounds, and data on their activities, to accelerate translation research of the completed human genome into advancements in human health. Components of NCATS include a repository of up to 500,000-1,000,000 chemical compounds, assay development capacity, robotic compound HTS screening, medicinal chemistry to transform ‘hits' identified by HTS into workable chemical probes, chem-informatics capacity for data mining and virtual screening; and distribution capacity to efficiently disseminate the reagents to the biomedical research community. See attached SCOPE OF WORK. The Scope of Work will be released with the solicitation as an amendment to the current Notice. Delivery Date/Period of Performance Delivery shall be 4,000 each 1536-Well NC Membrane Assay Plates, Barcoded, with plate lids. Offerors should indicate an estimated delivery time in full after receipt of an order. Inspection and acceptance will be performed at a Government facililty located at 9800 Medical Center Drive, Rockville, MD 20850. Delivery is anticipated within 120 days ARO. CLOSING STATEMENT The solicitation will be issued on or about August 28, 2018 and bids or proposals will be tentatively due about 7 days after the solicitation release date.
