- Description
- The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast (SSGC) intends to conduct a sole-source procurement for Emergent Availabilities; Advance Planning and Accomplishment on Littoral Combat Ship (LCS) 10 (USS Gabrielle Giffords). Requirements includes labor and material to support LCS 10 Emergent Availability; Advance Planning and Accomplishment. The place of performance for this requirement is San Diego, California. Work is projected to start approximately September 2018 with an expected duration through approximately 31 October 2018. This requirement will be procured as a modification to Delivery Order 7F16 under the Basic Ordering Agreement (BOA) N00024-15-G-2304 issued to Austal USA, LLC 100 Addsco Drive, Mobile, AL 36602. The work must commence modification execution. Consequently, only Austal USA, LLC, the shipbuilding yard for LCS 10, has the adequate and unique knowledge of the ship's delivered configuration, including deferred work and incomplete changes, to completely perform the effort. As described in CJ&A 20,934, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation within thirty days after publication of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
