- Sole Source SPECIAL NOTICE - INTENT TO AWARD ON A SOLE SOURCE BASIS This is a special notice for commercial items in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the intent to award on a sole source basis; proposals are not being requested and a written solicitation will not be issued. Under this notice 1333MD18QNEED0068, this award will be issued other than small business under NAICS Code 541712 University of Hawaii Systems, 2440 Campus Road Box 368 Office of Research Services, Honolulu, HI 96822. Description of requirements is as follows: The Suomi National Polar-orbiting Partnership (S-NPP) satellite was launched on October 28, 2011 and the first Joint Polar-orbiting Satellite System (JPSS-1) in November 2017. The Visible Infrared Imaging Radiometer Suite (VIIRS) onboard the SNPP satellite provides a large number of the Environmental Data Records (EDR) from the SNPP platform. One of the Key EDRs is the VIIRS Vegetation Index (VI) which includes the Top of the Atmosphere (TOA) Normalized Difference Vegetation Index (NDVI), the Top of the Canopy (TOC) Enhanced Vegetation Index (EVI), and the TOC NDVI which has been added to the VI EDR in preparation to the launch of JPSS-1. Vegetation Index is used in numerical weather forecast models as one aspect of specifying surface boundary conditions. It is also used to characterize vegetation condition and serves as an input to various higher level products and applications. The performance period of this SOW falls into the Long-term Monitoring (LTM) period for SNPP, and the intensive calibration/validation (ICV) period for JPSS-1. Validation activities, including protocol refinements and EDR generation algorithm refinements, will be required for continued quality and long-term stability monitoring of SNPP VIIRS VI EDR and ICV of JPSS-1 (NOAA-20) VIIRS VI EDR. VIIRS gridded vegetation products are planned to be generated in the NDE for which algorithmic refinements /improvements benefit the utility and quality of VIIIRS VI products. The JPSS program has interest in CEOS (Committee on Earth Observation Satellites) Land Calibration/Validation and is in coordination with other national and international agencies in developing CEOS land product validation standard protocols. The following are the task objectives for the period of performance: A. Continue supporting the development and transition to operations of the NDE S-NPP VIIRS Vegetation Products Generation System B. Advance the NDE VI EDR algorithm for NOAA-20 VI production to beta, provisional, and validated maturities C. Support validation of the NDE S-NPP and NOAA-20 VIIRS Vegetation Products (gridded TOC NDVI, TOC EVI and TOA NDVI) D. Support reprocessing of the S-NPP VIIRS VI data record, including the validation of the reprocessed products
