- Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b) (1), due to only one source being available to meet the Government's needs, to Sportstek Medical, Inc. located at 27383 Via Industria, Temecula, CA 92590-3699. Requirement is for purchase of two (2) Tibialis Anterior Tendon Allograft, one (1) Hemi Patella Tendon Allograft, two (2) Semitendinous Tendon Allograft, and two (2) Achilles Tendon Allograft. The Main Operating Room Department at Naval Hospital Okinawa, Japan requires allograft tendons to perform Orthopedic Surgery. The allograft tendons must 1) be compatible with Stryker/Synthes instrumentation currently owned by USNH Okinawa, 2) the tendons must be non-irradiated, 3) naked (not whip stitched), and 4) must be young as possible, below the age of 45. USNH Okinawa Orthopedic Department requires the following tendons for sports injuries: 1. Hemi Patella tendon no longer than 45mm tendon length with each bone block 11-13mm wide. 2. Achilles tendons length >230mm and Bone block size > 12mm L and 12mm W 3. Semi Tendinosis Tendons Length >240mm and 5-6mm Folded Diameter 4. Tibialis Anterior tendons Length > 240mm and 9mm Folded Diameter The Sportstek Medical, Inc. is the only vendor who can provide these salient characteristics mentioned above and the only vendor who can supply the allograft tendons that are compatible with currently owned instrumentation, non-irradiated, naked, age below 45 years old and is available in the needed size range and configuration. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 12:00 PM Local Time, 28 August 2018.
