- The Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source award to S&P Capital IQ for Standard & Poor's Capital IQ Leveraged Commentary and Data. The Standard & Poor's Capital Leveraged Commercial Data (LCD) product offers news coverage of distressed financing and trading situations, full-cycle and in-depth issuer bankruptcy analysis, and default topicals. LCD covers unsecured creditors which is critical information for PBGC financial analyst. The information provided is not accessible from any other source. Standard & Poor's Capital IQ Leveraged Commentary and Data information is not available to other commercial institutions for leveraged debt that impacts potential bankruptcy cases. S&P Capital IQ will must provide PBGC with LCD information on trends, secondary trading levels, credit statistics, and default statistics in US and European areas. The product also has a team of experienced financial research analysts that create off-the-shelf and customized reports by using private data from information memorandums from the lead arrangers that include financials, loan covenants, repayment schedules, pricing and exhaustive deal-specific details. The period of performance is for One Twelve Month Base Year and Three Twelve Month Option Years. This is not a Request for Quotation, but a notice of Intent. An RFQ will not be issued. Interested parties may submit their capability statements for the required services to Michelle Rosenbaum at rosenbaum.michelle @pbgc.gov no later than August 24, 2018, 5:00 PM Eastern Standard Time. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Pension Benefit Guaranty Corporation will not reimburse any costs connected with providing the capability information. Oral communications will not be accepted in response to this notice.
