- This is the 2nd Amendment to the Solicitation ***Important Notice: "Notice to Offeror(s)/Suppliers(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."*** This FBO posting regards the rebuilding of 7 vertical turbine pumps for cooling towers on Schriever AFB. Attached you will find the Solicitation, Performance Work Statement, Wage Determination, and a manual giving some specifics for the Allis-Chalmers pumps. While all of the provisions and clauses are important, it is especially important that you thoroughly read and understand 52.212-1 (Dev) and the addendum to it as it explains important instructions regarding the solicitation process. 52.212-2 is essential to understand as well because it clarifies precisely how the quote review process will proceed and what is expected in the quote. The following clauses and provisions have information that needs to be filled out and submitted along with your signed SF 1449 (solicitation): 52.212-3 Alt I. Please read the very first sentence of 52.212-3 Alt I as it will save you time if it is applicable to your company. Since this is a technical requirement and first-person access to and assessment of the pumps may be beneficial, arrangements have been made for a site visit. The site visit will occur on 8/16/18 at 8:30 am. The site visit will require entry onto a restricted military base and into an even further restricted area. All interested parties will meet at the Schriever AFB Visitor's Center (1560 Enoch Rd, Colorado Springs, CO) at 8:00 am. Since access to parts of the base are heavily restricted and the number of people who can be escorted in is limited, each attending potential offeror may ONLY have 2 representatives at most. Each representative needs to have 2 forms of government-issued ID to enter the restricted area. If you do not bring these, you will NOT be allowed entry into the restricted area. Vehicles entering the base must have current insurance and registration as well as the documents to validate it. In order to prepare for the site visit, each interested offeror must email Brandon Hobbs (brandon.hobbs.6@us.af.mil) and Nicole Mintus (nicole.mintus@us.af.mil) to inform them of their interest. Confirmation of attendance must be received by these two parties no later than 8/14/18 at 12:00 pm MST. All questions regarding the requirement (whether or not they arise from the site visit) should be emailed to Brandon Hobbs and Nicole Mintus. Some questions may not be answered during the site visit for purposes of fairness and need to be submitted in writing by email. The pertinent questions which add clarification or result in new information will be answered and publically posted on FBO so all interested contractors have access to the response. These questions are due by 12:00 pm MST on 20 August 2018. The quotation(s) for this requirement must be submitted by 8/28/18 at 12:00 pm MST. The quotation(s) must be emailed to Brandon Hobbs and Nicole Mintus. If there are amendments to this FBO posting or one of the documents included in it, there will be a note made at the bottom of this narrative.
