- Details Notice Type: Pre-Solicitation Response Date: 08/27/2018 10:00 am Eastern Archiving Policy: Automatic, 15 days after response due date Base Notice: Notice of NIST's Intent to Negotiate on Sole Source Basis for Thermo Electron MAT 253 Mass Spectrometer Upgrade- NB646030-18-03161 The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Thermo Electron North America LLC., located at 1400 N Point Pkwy Ste. 10, West Palm Beach, Fl, 33407-1976, for Thermo Electron MAT 253 Mass Spectrometer Upgrade. The National Institute of Standards and Technology's, Gas Sensing Metrology Group cconducts basic and applied research in gas metrology and chemical sensors to underpin the traceability of gas analysis in the U.S, and to promote quantitative sensing technologies for amount of substance. The group develops measurement standards, methods and tools to advance measurement capabilities in areas of national and industrial need, such as characterization of material composition through quantitative chemical monitoring and sensing, gas chromatography, mass spectrometry, laser spectroscopy, and other optical methods. The group applies this research to the development and certification of gas mixture Standard Reference Materials, and industry-produced NIST Traceable Reference Materials; provides traceability in measurements in response to the critical needs of U.S. industry; measures, compiles, critically evaluates, and disseminates reference data for the quantitative analysis and sensing of a wide variety of chemical systems, such as those related to energy transformation, manufacturing, and environmental assessment; develops experimental methods, models, and standards pertaining to the measurement of light-matter interactions in manufacturing processes, sensing applications, and analytic services; interacts with international standards organizations and other National Metrology Institutes to provide comparability among international standards to assure the competitiveness of U.S. industry; and provides advice and measurement traceability to other government agencies (federal and state), scientific organizations, and American industry. The NIST-owned Thermo Electron MAT 253 Mass Spectrometer requires upgrading to be able to measure CO2 clumped isotopes. The current MAT 253 collector array allows for simultaneous measurement of m/z=44, 45, 46 and gain resistors with maximum resistance of 1011 . The upgraded MAT 253 system will have an extended collector array for simultaneous measurement of m/z=44, 45, 46 and 47, 48, 49 and gain resistors with maximum resistance of 1012 . The upgrade will facilitate: 1. Improvement in measurement accuracy: A measurement of along with allows a diagnostic test of the IRMS measurement accuracy. The measured CO2 value will be identical statistically to the expected CO2 (calculated using ) value when all three measurements are accurate. By measuring this quantity, one can assess the impact of experimental conditions like cross-contamination and ion-correction algorithm on the overall accuracy of. 2. Measurement of clumped isotopologue for probing deviations from thermodynamic equilibrium: The signal is comprised of the clumped isotopologue, 13C18O16O and provides a method to study the extent of atmospheric CO2 deviation from thermodynamic equilibrium due to processes like photosynthesis, respiration, and anthropogenic emissions. This differentiation is not possible with traditional measurements (leading to ). The sole source justification is based on the following: Thermo Electron is the sole source equipment manufacturer and service provider for all Thermo Electron instruments, parts, training, technical support, field service support, and software. They have proprietary rights to the design and software utilized in this instrument. Thermo Electron is the only company with access to performance verified component parts, spare parts, software, technical support, upgrades and engineering resources to maintain the original operating specifications. Thermo Electron field service engineers are the only certified and factory trained engineers available to service the instrument and are part of an organization that is ISO certified. Market research, found that no third-party vendors authorized to perform an upgrade on this equipment. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 811219 with a size standard of 20.5 million dollars. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 AM ET on August 31, 2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
