- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment SUBJECT: BioTek Instruments, Automated Multi-Mode Imaging Plate Reader SOLICITATION NUMBER: NB644030-18-03599 RESPONSE DATE: August 30, 2018 DESCRIPTION: The National Institute of Standards and Technology (NIST), intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Biotek Instruments located in Winooski, VT for an Automated Multi-Mode Imaging Plate Reader. Sole Source justification is based on the following: The Biosystems and Biomaterials Division (BBD) requires an automated multi-mode imaging plate reader for the measurement of cell characteristics with applications in cell therapy, gene therapy, regenerative medicine, and engineering biology. The automated multi-mode imaging plate reader will integrate with automated sample and liquid handling equipment to efficiently and systematically evaluate cell characteristics and develop cell characterization assays. Assays that will be conducted include cell count, cell viability, and cell functional assays as well as assays on genomic material and proteins. The division also requires live cell imaging capabilities to characterize dynamic properties of cells. The plate reader shall have imaging components (LED, Filter sets, and objectives) that are inter-operable with the Lionheart FX Instrument manufactured by Biotek and currently owned by NIST. This is critical to enable direct measurement comparability between the imaging systems and enable appropriate experimental designs that integrate both the Lionheart and the automated multi-mode imaging plate reader. The System must consist of the following: •Microscope Objectives oMust be objectives housed in customized BioTek adapters. oMust be M27 x 0.75 externally threaded. oMust be for use in BioTek cell imaging multimode readers (Cytation 1, Cytation 5) and/or automated microscopes (Lionheart FX). oMust be configurable in BioTek Gen5 Microplate Reader and Imager Software. •Imaging filter cubes oMust incorporate illumination feedback loop oMust be housed in customized BioTek Adapters oMust include a reference photodiode •Must be a benchtop device (24" D x 24" W x 30" H) •Must perform automated digital microscopy •Shall have a monochromator •Must have continuously variable and adjustable bandwidth with at least 1 nm increments •Must be able to perform plate reading at fluorescence wavelengths between at least 250-850 nm •Must perform fluorescence plate reading from both top and bottom •Must have luminescence capabilities •Must have absorbance capabilities •Data Must export to Excel •Must have CO2 control •Must have temperature control up to 65°C •Must have condensation control •Must have laser auto focus •Must have image-based autofocus •Must have autofocus, auto-exposure, and auto-light intensity features •Must have high contrast bright field for label-free cell counting •Must have brightfield, color brightfield, phase contrast and fluorescence imaging modes •Must have single color, multi-color, montage, time lapse, and Z-stacking imaging methods •Must have at least a 4-filter cube capacity •Must have at least a 6-position objective turret •Must have at least a 16-bit CCD camera with at least 1.25 megapixel •Must have 2.5x, 4x phase, 10x phase, 20x phase objectives •Must have capability to use a 60x objective •Must have 465 nm LED, 365 nm LED, and 590 nm and 655 LED light sources •Must have option for additional LED light sources at wavelengths of 390 nm, 505 nm, 623 nm, and 740 nm •Must have filter cubes for DAPI, GFP, and CY5.5 •Must have option to add filter cubes for CY5, CFP, YFP, Texas Red, CFP-YFP FRET, and CY7, RFP, Acridine Orange, Propidium Iodide •Must have option for reagent injectors •Must output raw images as at least 16-bit TIFF •Must have option to output images as TIF, JPG, BMP, PNG and GIF •Must output movies as MP4 or WMV •Must have stage inserts (adaptors) for microscope slides, petri and cell culture dishes (35 mm and 60 mm dishes), T25 cell culture flasks, counting chambers, chamber slides and well plates •Must have an automated incubator with at least 8-plate capacity, incubation up to at least 40C, and CO2/O@ control and monitoring that integrates with the multi-mode imaging plate reader •Software Must provide automated cell counting, cell measurements, and image statistics Software Must provide scatterplots/histograms for cell level data, secondary masking, and the ability to develop custom metrics •Must provide a computer and monitor that meets or exceeds requirements for instrument operation Market Research has shown that Biotek Instruments, is the sole company that can provide the Automated Multi-Mode Imaging Plate Reader, and compatible proprietary software that is inter-operable with the Lionheart FX Instrument. Given these facts, Biotek Instruments is the only source reasonably available to provide the required instrument. The resulting purchase order will be a Firm-Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 8/30/2018@ 11:00 am EST, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
