Description
Exception to Fair Opportunity On the evening of June 24, 2018, a section of roof (approximately 20' x 40') collapsed on Building 52, Bay 2. The Installation experienced a significant rain event the evening of June 24, 2018 and an excessive amount of water built-up on the roof as a result of multiple clogged roof drains not allowing the roof to properly drain. A deteriorated beam broke from the excessive rain/water build-up on the roof and the section of roof collapsed. The roof must be repaired and all remaining existing beams inspected immediately before mission can resume. This work is deemed an Emergency Repair for the following reasons: The roof damage has resulted in the decision to close the entire building to DLA Distribution Operations. The area had to be tested for asbestos before anyone could enter. Only after Installation Operations has the entire building's structural systems inspected and deemed safe for use by a Structural Engineer may Mission Operations resume. The damages adversely affect DLA Susquehanna Warfighter Mission First and must be repaired immediately to secure the building and make it safe, so the building can be reopened as soon as possible. Building damages extend beyond those for the roof structure. Additional building systems damaged by the collapse and critical to resumption of Mission operations include the Fire Suppression, Steam Heating, Interior Lighting, Telecommunications, and Interior Electrical Distribution. The following work is required to ensure the remainder of the building is safe to occupy and to repair the damage caused by the roof collapse: • Contractor to provide the necessary labor, material, and/or equipment to perform all work associated with performing the following tasks, but not limited to: • Repair collapsed wood roof structure (approximately 20' x 40' area) in Bay 2 by replacement in kind. • Repair damaged metal fascia and trim boards by replacement in kind (approximately 50 linear feet). • Repair existing 5-ply built-up roof system by replacement in kind (approximately 30' x 50' area). Existing to new roofing transition shall be weather tight. • Existing roof flashing and mastic contains asbestos. Asbestos testing results are available for the contractor's reference. Remove roof flashing material as asbestos containing material as required per EM-358-1. • Repair damaged sprinkler branch lines and heads by replacement in kind. • Repair damaged steam branch line by replacement in kind. • Repair damaged communication tray by replacement in kind. • Repair damaged light fixtures and electrical circuits by replacement in kind. • Provided structural engineering services to determine that the remainder of building is safe to occupy and the extent of damage to the collapsed area of roof beyond the visible damage.
