Description
NAVOCEANO intends to NON-COMPETITIVELY award a firm fixed price contract for below referenced supply requirement per FAR 13.106-1(b). No additional solicitation will be issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency within 5 calendar days after the date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Requirement: This requirement shall provide annual Kingdom Suite software licenses, maintenance, updates, and repair services used by the Acoustic and Ocean Project departments to analyze and interpret data collected during NAVOCEANO seismic surveys. Part Numbers listed below. PART NUMBERBrief Description of Service 20000141202d/3dPAK Maintenance and Repair Services 2000014276VuPAK Maintenance and Repair Services (STA-COR) NA 2d/3dPAK to SA Adv Upgrade 20000141112d/3dPAK Perpetual license (STA-ADV) 20000141192d/3dPAK Maintenance and Repair (STA-ADV) 2000014267VuPAK Perpetual (STA-ADV) 2000014275VuPAK Maint (STA-ADV) 2000014159EarthPAK Perptual (STA-ADV) 2000014167EarthPAK Maint (STA-ADV) Intended Source: HIS Energy Rationale for non-competitive award: his will be a single source IDIQ contract as it will have pre priced FFP CLINS; and, the delivery orders expected under the contract are so integrally related that only a single source can reasonably perform the work. Kingdom Suite 2D/3D software is used by the Acoustics and Ocean Project departments to analyze and interpret data collected during NAVOCEANO seismic surveys. The software and maintenance is proprietary to Kingdom. No alternative solution exists. No other software provides the capabilities to analyze and QA the seismic data and upload to LFBL. If another software was purchased, the cost to customize for NAVO use would be significant including delays to mission. Anticipated Award date of September 24, 2018. The proposed for a period of performance consists of: Base Period of fifty-six months from 9/24/2018 to 5/31/2023; and an Option Period of forty-eight months from 6/1/2023 to 5/31/2027. THIS SOLICITATION WILL BE FULL AND OPEN WITH NO EXCLUSTIONS.
