- Combined Synopsis Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number is NIHDA201800350 and the solicitation is issued as a Request for Quotation (RFQ). This procurement is solicited on a competitive (unrestricted) basis. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. A fixed-price type of purchase order is contemplated for this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98 / 05/31/18. The North American Industry Classification System (NAICS) code for this procurement is 333314 - Optical Instrument and Lens Manufacturing with associated small business size standard of 500 employees. Background: The Neuronal Circuits and Behavior Unit (NCBU) of the Cellular Neurobiology Research Branch (CNRB), National Institute on Drug Abuse (NIDA), National Institutes of Health (NIH), uses a combination of state-of-the-art optogenetic, electrophysiology, two-photon fluorescence endomicroscopy, immunohistochemistry, and behavioral assays to elucidate the neuronal basis of survival behaviors, such as feeding, and determine how these behaviors are disrupted in eating disorders and drug addiction. The CNRB is applying molecular biology, behavioral assays, brain slice electrophysiology and in vivo endomicroscopy methods to molecularly-defined neuron populations. The requested equipment is necessary to perform calcium imaging in animal models of neuropathic pain with and without opioid administration. In these animal models, it is imperative to test responses to various stimuli that can only be accomplished with freely moving animals. In addition, the requested equipment will be used for calcium imaging in animals before and after THC administration. Correlating neuronal activity with decreased mobility observed after THC administration can only be accomplished in freely moving mice. Purpose and Objective: The purpose of this acquisition is to obtain one fluorescence microscope system including a fluorescence microscope driver, holders, rotary joints, patchcords, fiberglass jackets, mating adapter, ring set, snap-in imaging cannula and behavior tracking camera system.
