Description
Update of 22 August 2018: Question and Answer What is the relationship between this announcement and the Arm Disarm Switch Replacement (ADSR)? The ADSR announcement(s) on FBO under (FA8214-18-R-0001) represent a traditional contracting approach (Traditional Approach) under which the Air Force (AF) follows the requirements of the Federal Acquisition Regulation (FAR) and its supplements to award contracts at relatively-predictable, program milestones (Engineering and Manufacturing Development (EMD), Production, etc.). The recent FBO posting under the title, "Arm Disarm Switches for Experimentation" (FA8214-18-R-2373) (please note the different numbers) presents the possibility of a different approach done under 10 U.S.C. 2373 (2373 Approach). Under 10 U.S.C. 2373, Congress authorized the AF to enter into agreements which are exempt from many FAR/supplement requirements-such flexibility has different benefits. Under the 2373 Approach for the MMIII ADSs, the AF would form an Agreement(s) with contractor(s) to obtain ADSs to meet the MMIII ADS requirements and test the ADSs provided to ensure the requirements were met. There is a potential that this would be an iterative process. Since the AF is in need of an ADS replacement, the 2373 Approach could potentially provide such an avenue to fulfill this need with a more flexible acquisition vehicle. The announcement, "Arm Disarm Switches for Experimentation," seeks to determine whether the 2373 Approach could fulfill the ADS need, better than or in addition to the Traditional Approach. Until such a determination can be made, the ADSR program with its Traditional Approach will continue. _________________________ The Air Force (AF) anticipates having a testing event sometime in the next six to twelve months in which Arm Disarm Switches (ADS) could be tested to see how well they meet the ADS Specification. The AF is interested in communicating with any parties who could produce 25 ADSs, and would like to participate in the qualification event. The qualification requirements for this test event are the same as those made available with the Arm Disarm Switch Replacement Draft Request for Proposal (RFP) (released on FBO as FA8214-18-R-7001). This action would be separate from the ADSR Engineering and Manufacturing Development source selection. The AF is considering using the contracting or other transaction authority under 10 U.S.C. 2373 to cover cost associated with the production of the 25 ADSs. Interested parties should provide the following in a paper (no longer than 15 pages) to the below-listed contact: 1- An explanation demonstrating why they believe their proposed Arm Disarm Switch will meet the ADSR requirements; 2- An explanation of how the party will be able to produce 25 ADS in twelve months or less; and 3- The estimated price to produce the 25 ADSs. Interested parties must also be willing to host a facility tour for the AF team to demonstrate capability. The AF is willing to participate in further meetings/phone calls if further information is needed to understand the situation once the explanation is provided.
