- The U.S. Environmental Protection Agency (EPA), Andrew W. Breidenbach Environmental Research Center (AWBERC), located at 26 W. Martin Luther King Drive, Cincinnati, OH 45268 has a requirement for electrical upgrades (Medium and Low Voltage Switchgear). SCOPE OF WORK: 15 kV SYSTEM SWITCHING CONTROLS UPGRADES - Provide safe access to the 12.4 7 kV switchgear room and main and bus tie breaker control compartments for the gathering of information by the equipment manufacturer (General Electric, or approved equal) in preparation for revisions to the main-tie-main breaker controls. Contract with the equipment manufacturer (GE or approved equal)) for all services related to upgrading the main-tie-main breaker switching controls as described in the project documents. Provide installation, conduit, and wiring of a new Remote Operators Panel (to be furnished by GE, or approved equal, under this project) in the 12.47 kV switchgear room. Provide 120 volt power to the new panel from existing panel STDBYPP1. Coordinate and schedule with Duke Energy and the Owner to provide a safe shutdown and lockout of both 12.47 kV feeders into the building as required by GE service personnel (or approved equal) to make all control wiring modifications needed for the Remote Operators Panel. Provide all final documentation of testing, breaker settings, as-built drawings, new equipment manuals and warranties, and changes to bus tie switching procedures to the Owner upon completion of construction. SCOPE OF WORK: 480 VOLT SYSTEM EQUIPMENT UPGRADES - Provide safe access to the 480 volt unit substation rooms and the main and bus tie breaker cells of each unit substation for the gathering of information by the equipment manufacturer (General Electric, or approved equal) in preparation for the replacement of each main breaker and each bus tie breaker. Contract with the equipment manufacturer (GE or approved equal) to provide new retrofill main and bus tie breakers (6 total) and all services related to the removal of existing breakers, nstallation of new breakers, and all associated control wiring modifications as described in the project documents. Provide all logistics necessary to receive the new GE (or approved equal) breakers at the EPA, coordinate with the Owner to establish a temporary staging area in the basement, and move breakers in and out of the unit substation rooms as required during the installation shutdowns. Coordinate and schedule with the Owner to provide a safe shutdown and lockout of each unit substation as required by GE service personnel (or approved equal) for the replacement of the existing 4000 amp main breakers and the 3000 amp bus tie breaker. Refer to the "Suggested Construction Phasing" table on drawing sheet E100 for additional information. Provide all work required (for each main and bus tie breaker - 6 total) to rack out and remove the breaker, breaker cassette and cell door, install the new retrofill breaker cassette and circuit breaker, make all control wiring terminations, install new cell door with REL T switch, apply new arc flash labels, perform all trip unit settings on the new breaker, and test all controls and switching sequences. Refer to drawing hex notes for additional details. Provide a short circuit, arc flash, and selective coordination study for new main and bus tie circuit breakers. Refer to general Note "F" on the contract drawings. Provide all final documentation of testing, breaker settings, as-built drawings, new equipment manuals and warranties, and changes to bus tie switching procedures to the Owner upon completion of construction. This is an unrestricted acquisition for this firm-fixed-price construction contract. The construction magnitude is between $250,000.00 and $500,000.00. The construction duration will be approximately 1 year. The anticipated North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors, with a small business size standard of $15M. All responsible sources may submit an offer which will be considered by the Agency. All offerors must register in the System for Award Management (SAM) to be eligible for award of Government contracts. Please see www.sam.gov for additional registration information. An organized site visit will be conducted at the AWBERC facility on Thursday, September 6, 2018 at 9:00 am (ET). You must register in writing through the Contracting Officer identified below in order to attend the site visit. Registrations will be accepted until 2:00 pm (ET) Wednesday, September 5, 2018. Attendance at the site visit is not a prerequisite for submitting an offer. Requests to attend the site visit after this date and time may not be honored. Specific information regarding the site visit will be provided to those that are registered. No hard copies of the solicitation, including specifications and drawings, will be provided at the site visit. Since the site visit will be conducted at a Federal facility, all attendees are required to provide a government issued photo ID upon arrival to the site. If attendees are not U.S. Citizens, a valid passport must be provided. The request to attend the site visit must include the name of the company and full name of the attendees. There should be no more than three (3) attendees from each potential offeror. A DRAFT copy of the specifications and drawings are included with this announcement. It is anticipated the final solicitation, including specifications and drawings will be posted on FedBizOpps and FedConnect on or about Wednesday, September 6, 2018. No hard copies will be provided.
