Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees. AFRL requires the purchase of a complete system of lasers with the following capabilities: Littrow Laser at 413nm LDL001: Monolithic block Littrow diode laser 415AR60: Laser diode, 400-430nm, 60mW, AR coated MFS405: 395-425nm Faraday isolator single stage 4.7mm, 40 dB DLC102/HC: External Cavity diode laser controller, 100mA, high compliance voltage CEF: Extended Chassis, for internal mounting of isolator CEFSKK: Fiber port, includes mirrors, Schafter+Kirchhoff fiber coupler Littrow laser at 493nm LDL001: Monolithic block Littrow diode laser 488LD30: Laser diode, 493nm, 30mW, uncoated OFR488-3: Faraday isolator, 475-495nm, 2.7mm aperture DLC102/HC: External cavity diode laser controller, 100mA, high compliance voltage CEF: Extended chassis, for internal mounting of isolator CEFSKK: Fiber port, includes mirrors, Schafter+Kirchhoff fiber coupler Cateye Laser at 650nm CEL002: Monolithic block cateye laser 650AR40: Laser diode, AR coated, 648-660nm, up to 40mW MFS650: 630-670nm Faraday isolator, 4.7mm, 40dB DLC202: Electronic controller, 200mA CEF: Extended Chassis, for internal mounting of isolator DEFSKK: Fiber port, includes mirrors, Schafter+Kirchhoff Fiber coupler Special: Cylindrical telescope Littrow laser at 455nm LDL001: Monolithic block Littrow diode laser 461AR45: Laser diode, 455nm, 45mW, AR coated EOT4MP-2: Faraday Optical Isolator, cemented PBS polarizer, >27dB suppression DLC202/HC: External Cavity diode laser controller, 200mA, high compliance voltage CEF: Extended Chassis, for internal mounting of isolator CEFSKK: Fiber port, includes mirrors, Schafter+Kirchhoff fiber coupler The Government intends to negotiate a sole source contract with Moglabs USA. 419 14 th Street, Huntington, PA 16652 The Government has determined that no other source has commercial offerings that can meet its requirement. The systems complement and upgrade existing systems and environment characterized by Moglabs equipment. Moglabs is the only company that has demonstrated, for commercial-off-the-shelf systems, free-running linewidths of < 200 kHz @ 413 nm, 493 nm, and 455 nm; and < 100 kHz @ 650 nm. The requested systems allow for the addition of a new species of ion to the experiment. Due to the existing systems in the lab, minimal training will be required of personnel. Procuring a different set of systems will require personnel re-training estimated at 20 hours per person, which will quickly outweigh any potential cost benefits. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to richard.childres@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 SEP 2018. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
