- Attachment 0008 - DiDs Attachment 0007 - DD2345 Attachment 0006 - Disclosure Lobbying Activities Attachment 0005 - Past Performance Questionnaire/Letter Attachment 0004 - Form 1350 Technical Data Questionnaire Attachment 0003 - Pricing Matrix Attachment 0001 - NDA Exhibit A - CDRLs Solicitation W15QKN-18-R-0102 The U.S. Army Contracting Command-New Jersey (ACC-NJ) located at Picatinny Arsenal, NJ 07806, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) has a requirement to procure PA191 (60MM), PA157 (81MM), and PA154 (120MM) Metal Containers to meet the anticipated Army production requirements specified for FY19-FY23. Under this program, the contractor shall manufacture, test, package and deliver the Mortar Metal Containers using certified Technical Data Packages (TDPs) and requirements of the solicitation in accordance with the Statement of Work (SOW) in Section C and all requirements specified in the Request for Proposal (RFP). This acquisition shall be a Full & Open Competition (F&O) in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 6.1. Full & Open competition, through the use of competitive proposals. This contract will result in a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract(s) with Five (5) One (1) Year ordering periods, to cover FY19-FY23 Mortar Metal Container requirements. The United States Government (USG) intends to award (up to two) FFP contracts for each container type, utilizing a single Request for Proposal to the Offeror(s) whose proposal is rated Lowest Price Technically Acceptable (LPTA). However, the Government reserves the right to make a single award for each container type, if in the best interest of the Government. Offerors will be afforded the opportunity to submit a proposal for either one (1), two (2), or all three (3) of the container types. Each proposal will be evaluated separately. As future needs for the Mortar Metal Containers are identified during the five (5) years of the contract(s), FFP delivery orders will be competed among the Offerors who have been awarded IDIQ contracts. It is anticipated that delivery orders will generally be placed annually. However, delivery orders may be placed more or less often to accommodate changing needs of the ARMY. Please refer to enclosed RFP and attachments to get complete requirements for this action. In order to recieve the TDP's contractors must submit the NDA, Technical Questionnaire, and DD2345 as enclosed in this RFP.
