- Directions to Hangar AE Badging Form Draft Statement of Work THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, Request for Quotation (RFQ), Invitation for Bid, or Solicitation. The National Aeronautics and Space Administration (NASA)/John F. Kennedy Space Center (KSC) plans to issue a RFQ for a Tri-Band Antenna and Installation. The final RFQ, if issued, is anticipated to be released in September 2018. NASA Launch Services Program (LSP) provides opportunities to track Evolved Expendable Launch Vehicle (EELV) missions off the cape and provide radio frequency (RF) environment data Pre-Launch to ensure proper transmitter operations. The Tri-Band antenna will provide NASA LSP with increased tracking and data monitoring capabilities. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and 1,250 employees, respectively. Potential offerors are invited to submit questions regarding all aspects of the Draft Statement of Work. Potential offerors are also encouraged to identify any areas in the Draft Statement of Work that are confusing and may warrant additional information or clarification in the final Statement of Work. All questions should reference applicable sections and paragraph numbers. All questions must be submitted to the Contract Specialist Thomas McDonel via e-mail at thomas.t.mcdonel@nasa.gov, no later than August 24 th, 2018, to ensure consideration by the Government. Prospective Offerors should notify this office of their intent to attend the site visit by the closing date of this synopsis, August 24 th, 2018 2:00 PM ET. An organized site visit has been scheduled for: August 29, 2018, 9 A.M. EST Attendance is limited to three representatives from each prospective offeror. To attend the site visit, each representative must fill out and submit (in advance of the site visit) the following badge request form: KSC Form 28-889 NS (Attachment 1) Submit the badge request form(s), via encrypted e-mail, to: diane.m.cunningham@nasa.gov, lois.m.clutter@nasa.gov, and thomas.t.mcdonel@nasa.gov. For those who do not have encryption software, please call Diane at 321-867-4008. Badge Request Form Due Date: NLT August 24, 2018 2P.M. ET Badge requests received after the due date will not be considered (Be advised that badge requests may be rejected for failure to fill in all the required information: names, titles, SSNs, citizenship, etc). BADGES WILL BE PROVIDED TO U.S. CITIZENS ONLY. RESIDENT ALIENS AND FOREIGN NATIONALS WILL NOT BE BADGED FOR ACCESS TO KSC. If a prospective offeror possess a valid badge prior to the site visit, another request will not be needed. Site visit participants will be responsible for: - Providing their own transportation - Picking up badges BEFORE THE SITE VISIT at the KSC Badging Office. You will need two (2) forms of identification https://www.nasa.gov/centers/kennedy/business/business_visit.html - Participants will meet at Hangar AE for site visit (Directions attached) - Wear closed toed shoes and long pants. Visitors on KSC are allowed to possess and use photographic equipment and materials EXCEPT IN CONTROLLED AREAS. At the site visit meeting you will be notified as to the current status of the area. The site visit is expected to last 1-2 hours. Again, this is a request for information only and is not a request for quotation. It does not constitute a solicitation and shall not be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this announcement is strictly voluntary.
