- This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ18R0003 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-98, effective 31 May 2018. This procurement is being issued as a Full and Open Competition under NAICS code337215 with a small business size standard of 500 employees. The Virginia Army National Guard (VAARNG) is seeking to purchase and have installed three (3) Horizontal Lift Carousels which are automated storage solutions that are designed for fast, reliable and efficient high speed picking. The Government is also seeking the demolition and removal of the existing storage system in place. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered (see Federal Acquisition Regulation (FAR) Provision 52.212-2, included in the attachment for more information). Multiple awards will not be made. In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. The statement of work (SOW) included as an attachment to this announcement, or subsequent amendment, will be made a part of any resulting award. All questions shall be submitted in writing and received prior to 1:00 p.m. ET, August 16, 2018. Questions are to be sent via email to dewey.r.faniel.civ@mail.mil. Quotes are due not later than the time and date specified on the Federal Business Opportunities (FBO) website, www.fbo.gov. Email quotes to dewey.r.faniel.civ@mail.mil. Quotes submitted other than via email WILL NOT BE CONSIDERED. Submission Requirements: Prospective vendors must submit the following information with their quote package. Failure to submit one or more of the required documents may render the submission unresponsive. 1 – Technical – see FAR Provision 52.212-2 included in the attachment to this announcement 2 – Price (using attachment) 3 – Completed copies of representations and certifications (see attachment) Site Visit Instructions: There is one (1) scheduled site visit session to allow vendors to see the area of the warehouse where the Horizontal Carousels will be installed and the existing equipment that will need to be removed. The site visit schedule is as follows: 1. Warehouse Address: Defense Supply Center Richmond 8000 Jefferson Davis HWY (WH15L CIF) Richmond, VA 23297 a. There will only be one (1) session scheduled for Tuesday, August 14, 2018 at 10:00 A.M.EST at the address above. Interested vendors attending the site-visit must arrive promptly at no later than 9:30 A.M. EST at the North Gate which is located at the Intersection of Strathmore Road and G Road, North Chesterfield, Virginia. GPS: If you are using GPS, put in intersection of Strathmore Road and G Road, North Chesterfield, Virginia. b. Vendors will be escorted as a group only. The group will have an opportunity to see the warehouse space and the existing equipment in the location. This will be the only opportunity offered to attend a site-visit. c. All vendors interested in attending the site visit must provide the name of the individual who will be attending no later than August 8, 2018. All visitors must have a valid Driver’s License in order to obtain a pass to be allowed on the installation. 2. We will allow vendors to supply questions by 1:00 P.M. on August 16, 2018 and the Government will provide responses no later than 1:00 P.M. on August 20, 2018. RFQ is schedule to close at 11:00 A.M.
