- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of product that will meet the following criteria: A system that integrates a flowmeter, transducers, data collection and output, and is compatible with standard geotechnical drilling equipment. The flowmeter shall be a fully-functioning system capable of measuring raw water flow in a full pipe (closed conduit), within the accuracy specified below. Each flowmeter system shall comprise the following components: • One 1-inch-diameter RST ELGL7000-HP System or equivalent. System includes a water magnetic flow meter with reported accuracy of +/- 0.25% accuracy (without flow profiling or piping straight run exceeding 1.5 diameters) • LOGGERNET Datalogger or equivalent. • Pressure transducer (compatible with downhole packer system). • Packer system (multiple components), compatible with a pressure transducer; 220 feet of air pressure line and cable. • Pipe size of one inch o Minimum Flow range 0.782 Gal/Min and o Maximum Flow range 78.00 Gal/Min • Temperature -20 Degrees C to 85 Degrees C • Suspended Solids 0 to 40% • Accuracy +/- above 1 CFS • Pressure Transducer 720 PSI Also looking for three days of training on equipment. Potential offerors having product capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements must include the following: 1) Company name and Point of Contact information 2) DUNS number 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.) 4) Proposed product Manufacturer name, part number and technical literature. Responses are due no later than 5:00 PM PT, Tuesday, August 28, 2017, and shall be electronically submitted to Terry L. Mest at tmest@usbr.gov and Malena Sanderlin at msanderlin@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
