Description
This synopsis is required because the intention of the government is to award a sole source award to Northrop Grumman for VMS Licenses. The NAICS code for this procurement is 511210. VMS software is the navigation software used on all naval navigation systems, Northrop Grumman Systems Corporation is the sole provider of VMS software to the USN fleet (surface and submarine) and associated COVE based training systems. The VMS software is proprietary to Northrop Grumman Corporation and is not available from any other source. This software is utilized on U.S. Navy ships for voyage management, thus providing experience on the actual shipboard system while in the training simulator. Use of another product would reduce the effectiveness of the training system and potentially provide negative training. Requirement: Northrop Grumman Systems Corporation Voyage Management System (VMS) software licenses are required to support Naval Service Training Command (NSTC) Conning Officer Virtual Environment (COVE) training system acquisitions for 104 Reserve Officers Training Corps (ROTC) training sites. Delivery: Delivery within 30 days after date of award to: NAWCTSD 12211 Science Drive Orlando, FL 32826 Acceptance at destination. To be eligible for award the successful offeror must be properly registered in the Government ™s System for Awards Management (SAM). Companies may register at: http://www.sam.gov/. Going forward, all new entities registering in GSA ™s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an śActive ť status as the government cannot award to an entity without an śActive ť SAM registration.
