Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Seafloor Systems Inc. for a Autonomous Surface Vehicle for the NOAA National Ocean Services Navigation Services Division located in Silver Spring, MD. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on March 16, 2018 and closed on March 26, 2018. No responses were received. Justification for Sole Source The requested supply is manufactured solely by Seafloor Systems Inc. b ased on the company is the sole designer, manufacturer and distributor of the EchoBoat ASV. And the users of the ASV have been trained on the previously purchased ASV, therefore if an equivalent system was purchased from a different manufacturer it will require twice the amount of support equipment for each ASV and will require additional training for NOS personnel. The ASV will assist the National Ocean Service to provide essential hydrographic survey data and assist in emergency response efforts
