Description
The Central Texas VA Health Care System (CTVHCS) is seeking Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. THE VENDOR MUST BE REGISTERED AS A SMALL BUSINESS UNDER NAICS CODE 325413 TO BE CONSIDERED FOR AWARD. The North American Industry Classification System (NAICS) is 325413. Any SDVOSB or VOSB firms who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than 12 NOON Central Time, August 28, 2018. Notification shall be e-mailed to Ronalda Ohio, at ronalda.ohio@va.gov. All information received in response to this Notice that is marked as proprietary will be handled accordingly. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Notice. PART A- SCOPE OF WORK GENERAL INFORMATION 1. Title of Project: Triage BNP for Beckman Immunoassay Analyzer 2. Scope of Work: The contractor shall provide Triage BNP reagents and Calibrators for the Beckman Coulter DxI analyzer. 3. Background: Alere Triage BNP calibrators and reagents are used on the Beckman Coulter DxI immunoassay analyzer for the diagnosis and treatment of Congestive Heart Failure. 4. Performance Period: The period of performance is for a base year of 10/1/18 9/30/19, and 4 option years running through 9/30/2023. 5. Type of Contract: This is a Firm-Fixed Price Contract. B. GENERAL REQUIREMENTS All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. C. TASKS, DELIVERABLES/SUPPLIES Delivery of reagents will be on as needed basis, with orders to be placed by the Chemistry Supervisor as needed. 1. Alere Triage BNP reagents for the Beckman Coulter DxI 120 boxes ordered as needed. 2. Alere Triage BNP calibrators for the Beckman Coulter DxI 24 boxes ordered as needed. D. PERFORMANCE REQUIREMENTS Safety: Contractor shall immediately notify the service of any changes in reagents, kit composition, procedure modification, recall notification or any changes that will affect the performance of the test or procedure according to FDA regulation. Test Performance: All tests, procedures, and equipment must perform at manufacturer specifications. Deviations from the performance specifications shall be corrected by the contractor. All test performance will be evaluated by and not limited for performance thru peer comparison, quality control, and CAP peer evaluation. E. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. F. CONTRACTOR SECURITY REQUIREMENTS This contractor requires no access to CTVHCS or any VA information system. There will be interfaced to the CTVHCS information system. There will be supervised access when the contractor is physically present for technical support, service calls, and scheduled preventative maintenance. The C&A requirements do not apply. A security accreditation package is not required. NO VA DATA OF ANY TYPE SHALL BE TRANSFERRED FROM THE VA. G. RECORDS MANAGEMENT All records (administrative and program specific) created during the period of the contract belong to Central Texas Veterans Healthcare System (CTVHCS) and must be returned to CTVHCS at the end of the contract. H.
