Page 1 of 2 The Department of Veterans Affairs, Network Contracting Office 22, is issuing this special notice to inform industry contractors of the intent to execute a Single Source award as prescribed in FAR 13.106-1(b)(i) with Abbott Molecular, Inc., 1300 E Touhy Ave. Des Plaines, IL 60018. The VP 2000 Processor is proprietary to Abbott Molecular Inc, the manufacturer and sole distributor. The requesting station creates Lab Developed Tests (LDT), which have been processed manually by VAGLAHS in the past. The VP 2000 Processor will be able to efficiently process LDTs without additional costs. Although there are similar processors in the commercial market, none can process VAGLAHS specific LDT reagents without the use of additional equipment, protocols, and tests. At this time, an equivalent instrument will halt current operations and delay patient testing to validate the new equipment, reagents, and probes. Some LDT reagents and protocols already validated include Vysis FISH pretreatment protocols, solid tumor, cytological specimens, amniocytes, and bladder tumor cells. Abbott Molecular can meet all VA requirements IAW Far Part 13.106-1(b)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This request is for a VP 2000 Processor to be utilized for patient testing, paraffin, and specimen pre-treatment. Currently, the VAGLAHS lab creates LDT, then manually generates all patient testing which is time consuming. The VP 2000 Processor will be cost effective and improve efficiency. The VAGLAHS current validated LDT reagents, probes, and protocols are compatible to the VP 2000 Processor without the requirement of additional equipment or tests. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR part 13. The place of performance is as follows: VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd. Los Angeles, CA 90073. The award date is August 23, 2018. The North American Industry Classification System (NAICS) for this requirement is 334516, Analytical Laboratory Instruments. The Small Business Administration size standard for this sector is 1,000 employees. This notice of intent is neither a formal solicitation nor a request for competitive quotes. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities no later than 4:00 P.M. Pacific Daylight Time on September 6, 2018.
