- The Defense Logistics Agency (DLA), DLA Maritime Norfolk, Contracting Division, Norfolk Naval Shipyard, intends to negotiate a Firm Fixed Price contract to procure clothing apparel. The North American Industry Classification System (NAICS) code is 315220 (Men's and Boys' Cut and Sew Apparel Manufacturing ). Items are to be delivered to the Norfolk Naval Shipyard (NNSY), Portsmouth, VA. There will be two (2) Contract Line Item Number (CLIN), as described below. CLIN 0001: TEE SHIRT, MEN'S & WOMEN'S, SHORT SLEEVE, NNSY LOGO, QTY 1 LOT (13,000 TEE-SHIRTS) The procurement will be processed in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation number is SPMYM118Q0116 and is expected to be posted on or around 23 AUGUST 2018. QUESTIONS shall be emailed no later than 29 AUGUST 2018 to theodore.nigro@dla.mil and regina.flowers@dla.mil. QUOTES will be due by 31 AUGUST 2018, 12:30 PM EST, and shall be emailed to the attention of Theodore Nigro at theodore.nigro@dla.mil and regina.flowers@dla.mil. PRODUCT SAMPLES are due by 31 AUGUST 2018 and will be physically mailed to the following address: DLA Maritime Norfolk Naval Shipyard Contracting Division, Bldg. 1500, 2nd Floor Attention: Theodore Nigro 580 Mahoney Street Portsmouth, VA 23709 Please ensure that the solicitation number is included on the shipping package for the samples and in the subject line of all email correspondence. Emails without subject lines will not be read because of security issues. Vendors must be responsive to all evaluation factors for their bids to be considered viable. Per 52.212-2 - Evaluation - Commercial Items (OCT 2014), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered meets the Government requirement (ii) Price (iii) Past Performance: Supplier Performance Risk System (SPRS) and Federal Awardee Performance and Integrity Information System (FAPPIS) will be reviewed to determine vendor responsibility The relative order of importance of the evaluation factors are in descending order of importance. Vendors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at https://www.fbo.gov (Federal Business Opportunities). By submitting a quote, the vendor will be self-certifying that neither it nor its principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency.
