Description
Minimum specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ) number 1232SC18S926168. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS Code is 333111, Farm Machinery and Equipment, with a small business size standard of 1,250. The contract will be Firm, Fixed-Price and consist of one line item. This line item will show the price for the requested product. All prices shall include FOB shipping to Cropping Systems & Water Quality Research Lab, 147 State Highway T, Portageville, MO 63873. A detailed product minimum specification document is attached to this notice. Quotes will be evaluated based upon Technical (does the proposed product meet the agencies' needs/requirements; and Price (is the price fair and reasonable). Award will be made to the vendor whose quote provides the best value to the Government in that the contractor is capable of providing a high clearance tractor/sprayer platform that meet the ARS's needs as per the specifications and that the price is fair and reasonable. FAR 52.212-1, entitled 'Instructions to Offerors - Commercial Items', is applicable to this acquisition. Offerors must include with their quotes a completed copy of the provision found in FAR 52.212-3, 'Offeror Representations and Certifications - Commercial Items'. FAR 52.212-4, entitled 'Contract Terms and Conditions - Commercial Items', is applicable to this acquisition. FAR 52.212-5, entitled 'Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items', is applicable to this solicitation. Solicitations Provisions Incorporated by Reference; FAR 52.252-2 Clauses Incorporated by Reference. This acquisition requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Due to time constraints, questions MUST be received no later than Thursday, August 30, 2018 by 4:00 pm ET. The subject line shall read: (Insert Company's Name) quote for high clearance tractor/sprayer platform. Quotes are due September 5, 2018 by 4:00 pm ET. No extension of the response deadline is anticipated.
