- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to Paul Beiriger, Cartersville, GA 30121, to provide an International Instructor for the Wildlife Crime Scene Investigation courses overseas. Each year the Wildlife Trafficking Investigator Program (WTIP) is conducted at the International Law Enforcement Academies (ILEA) in Budapest, Hungary; Gaborone, Botswana; San Salvador, El Salvador; and Bangkok, Thailand. This program brings together approximately 230 foreign nationals to provide training, build collaborative capacity between conservation law enforcement agencies. Retired Special Agent in Charge (SAC), Paul Beiriger, has provided lead instructor duties for the ILEA training missions over the past ten (10) years and as an adjunct instructor for the ATP program on crime scene investigation. With this experience in leading instruction of the WTIPs and collaborative efforts with the foreign national students makes Paul Beiriger qualified to engage students on issues involving the international wildlife enforcement and wildlife crime scene investigation needs. Paul Beiriger is one of two individuals who have participated as a lead instructor for the ILEA and ATP training missions conducting wildlife CSI courses who is not an OLE employee and is one of two available candidates approved by the Branch of Training and Inspection. Paul has experience of oversight in international wildlife investigations, leadership experience running a conservation law enforcement region and has experience in international travel and the ILEAs. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
